Adair Fiscal Court 9 Dec 2014 - Report

In last night's Adair Fiscal Court meeting:

Last night's Adair County Fiscal Court Meeting was a transitional meeting, as the administration of Adair County Judge Ann Melton in its waning days, and the administration of incoming CJE is preparing to assume power, proceeding in the manner the democratic process is designed for orderly transfers of power. Ann is still CJE, but decisions affecting both administrations are being done with amenably.



Cordiality prevailed. There was no evidence of any disagreement between the two.

The newly elected CJE, a Democrat, will serve with a court in 2015 which will be all Republican. In recent decades, party affiliations have not been evident in the actions of the court, and the outlook is will continue.

Chamber gets county funding

Adair Chamber of Commerce President Brandon Thompson appeared before the Court, requesting the remainder of the $5,000 donation the Court make to the Chamber each year, and, though the budget is tightening for Fiscal Court, the court made a $2,500 donation to Columbia's largest civic club. Magistrate Daryl Flatt had wanted a current financial statement of the group befor granting the request, but voted to give the money on Thompson's statement that the money is critically needed at this time

Flatt also asked whether the City of Columbia is making donations to the Chamber. Thompson replied that the City does not, stating that it is the the Columbia/Adair County Chamber is the only one in Kentucky which does not receive financial support from city and county, a contention made often by the Chamber.

The vote to give the funds came on a motion by Magistrate Perry Reeder (4), seconded by Billy Rowe (7), with, roll call order, Magistrates Darryl Flatt (2), Sammy Baker (3), Billy Dean Coffey (5), Joe Rogers (6) joining in the 7-0 vote.

Larry Russell Bryant approved for CAUD board of trustees

The Court, on the recommendation of CJE Ann Melton and with the concurrence of CJE Mike Stephens, approved the appointment of Larry Russell Bryant to the Columbia/Adair County Utilities Board of Trustees on a 4-3 vote.
Bryant will replace Rudy Higginbotham on the five-member utilities board, joining Chairman Robert Flowers, and members Barry Stotts, Tim Baker, and David Jones.

Voting for the appointment were in order of roll call vote, Magistrates Joe Rogers (6), Billy Rowe (7), Harold Burton (1) and Perry Reeder (4). Voting no were Magistrates Daryl Flatt (2), Sammy Baker (3), and Billy Dean Coffey (5)

The no votes came after Magistrate Flatt asked to table the action to have time to interview he nominee.

The action was taken in the regular December 2014 session, with CJE Ann Melton presiding and her successor, Mike Stephens, at her side.

Senior Citizen Building bid opening delayed

Agenda Item 5, the awarding of the contract for the Senior Citizens project at Jim Blair Park, was tabled when a representative of the Laker Cumberland Area Development District, did not appear.

Judge Melton said that the best bid came in under budget, but would the award would have to be tabled.

Minutes approved

The court voted 6-0 to approve the minutes o the November 13, 2014, special regular meeting. Magistrate Billy Rowe, who was not present at the meeting, abstained.

Payment of Bills and Additional Bills appoved unanimously

The Court Approved the payment of Bills and Additional bills with a unanimous 7-0 roll call votes.

Court approve budget amendments for the clerk's office

Adair County Court Clerk Joyce Rodgers asked for, and received permission to move line items, with no change in her overall budget, and received approval, 7-0, to do so.

Incoming Clerk Lisa Greer appeared before the second reading of the Clerk' office's 2015 budget, revised to leaave out any raises, some cutbacks, provisions for Saturday hour of operation, and revisions in the equipment updates. The amount of excess fees projected, $176, 466, will remain the same, Clerk-elect Greer said. The vote to approve the budget, with changes. was 7-0, on a motion by Billy Rowe (2) and a second by Harold Burton (1).

Seasonal employees of Road Department laid off

The court voted to lay off part time seasonal road workers in the County Road Department on the recommendation of Sammy Baker, and Perry Reeder and full a unanimous 7-0 vote.

In other Road Department matters, the court unanimously approved the road report of Superintendent Jobe Darnell. Darnell told the court that the county's winter salt supply is ready for the winter season.

In the details, he said that in the month of November 2014, the department completed 18 patch/mailbox pulloffs, did 16 tiles/ditch work projects, mowed/boom mowed 22 roads, removed trees/debris in 29 situations, worked on 32 bus turns/shoulders, completed 31 grader/sign/spray projects, and worked on 52 maintenance on equipment jobs.

Seven road tiles were installed on the following roads: G. Taylor Road, T.P. Cundiff Road, Beech Top Road, Spout Springs Road, Willis Road, Ozark Trail, and Bob Pickett Road.

Holly Grimsley hired for CJE's office

CJE Ann Melton recommended, after conferring with CJE-Elect Mike Stephens, that Holly Grimsley be hired part time, 20 hour per week for the CJE's office at $12 per hour. She will start December 15, 2014.

Jail report approved; permission to get dispose of jail junk approved

Adair County Jailer Rick Wilson gave the Jail Report. The jail had total billings of $77,021.94 for the month of November, and net billings of $54,056.38.

He reported Adair County Restricted Custody Center inmates provided 2552 hours of labor valued at $20,416 during the month.

The Jail report was approved unanimously.

Mr. Wilson introduced his successor, Joey White, who will assume the office at midnight on December 31, 2014, a few days early. Mr. Wilson plans to resign the office at the end of the calendar year.

The court approved the disposal of junk property at the jail, including a Brother Fax machine, a copier, and a Troy Bilt pressure washer which no longer works.

The vote was unanimous.

Magistrate Sammy Baker (3) commended Mr. Wilson for the outstanding work he has done as Jailer.

Treasurer's report approved

Adair County Treasurer Barry Corbin reported a total reconciled cash balance of $583,086.19 at the end of November, 2014, and an unencumbered cash balance of $162,803.81. The balance will be bolstered by a property tax receipt of $583,000+ received in December.

The report was approved 7-0.

The Court also preapproved transfers of funds which may become necessary in December.

Sheriff's Report Approved

Adair County Sheriff Harrison Moss reported the following for November 2014:
  • 27 Warrants of Arrest
  • 8 Criminal cases opened
  • 9 Call response reports written
  • 21 Domestic abuse cases worked
  • 21 Non-injury accidents worked
  • 7 Injury accidents worked
  • 22 Out of county tranports
  • 36 Citations written for criminal activity
  • 42 Civil process papers served
  • 40 Criminal summmonses served
  • 42 Subpoenas serves
  • 463 Hous of court security provided
  • 117 Vehicle inspections done
  • 339 - 911 calls
The report was unanimously approved, 7-0.

Second reading of Sheriff's 2016 budget approved, with changes

After amending the overall budget by $4,100, the court approved, 5-2, the second reading of Sheriff Moss' budget. Voting to approve were, in roll call order, Sammy Baker, Perry Reeder, Billy Dean Coffey, Harold Burton, and Daryl Flatt. Voting no were Joe Rogers and Billy Rowe.

The sheriff's office, a fee based one, starts a fresh calendar year with no funds. The court voted 7-0 to approve the Sheriff's Advancement amount, a no interest loan from the state.

The court approved an order setting maximum amounts for the Sheriff's office deputies/assistants, $4,000 lower than requested by Sheriff Moss. The adjusted amount will be $321,000. The vote, on a motion by Daryl Flatt, seconded by Sammy Baker, was unanimous.

The court also voted to approve the signing of the Sheriff's advancement by either Adair County CJE Ann Melton, or incoming CJE Mike Stephens depending on whether it can be signed before its effective date, January 1, 2015 or before.

Several votes on 911 needs

The court approved changes in the telephone service from AT&T to KNET, which projects an annual savings of $19,752 per year. The vote was unanimous, on a motion by Magistrate Perry Reeder, with a second by Harold Burton. Along with that action, the court unanimously approved the signing of the amended agreement by Judge Melton.

Court approves 3 hires or part time 911 Dispatchers

Three new part-time dispatchers were approved for the Adair County 911 center on separate votes. They are Tony Humphress, Kevin Jones, and Stacey Melton, all at $8.75. Judge Melton noted that Stacey Melton is her step daughter before the vote was taken. The three were approved, on individual roll call votes, unanimously.

Court continues to wrestle with financial woes at Green River Animal Shelter

Magistrates Daryl Flatt and Sammy Baker reported a continuing dire financial situation at the Green River Animal Shelter.

They recommended a strict 20 hour per week limit on part-time employees, the installation of time clocks at the shelter, and putting up baffles to keep out offensive odors when visitors come to adopt pets.

The magistrates said that maintaining the 20 hour limit would save $2,100 between now and the end of the year.

They also said that a switch in dumpster services could bring a savings of $120 per month.

Magistrate Billy Rowe said that the court should expect a big bill on septic tank work. But the court is working with the Columbia-Adair Utilities District to get a sewer connection for the shelter.

Greg Caldwell incoming District 6 Magistrate

Incoming Adair County Fiscal Court member Greg Caldwell, was in the audience for the December 9, 2014, meeting of fiscal court. Caldwell will assume the seat now held by Joe Rogers, who did not seek re-election to the position. Caldwell's election contradicted one of the old beliefs, taken as fact, that no one could ever win a county wide race if they had served on either the school board or in city government. Caldwell's tenure on the Adair County School Board was 1999 to December 2003. One observer during those years called him one of the two best school board members, long with Chris Watts, the individual could recall. 'He'd listen and he was genuinely concerned with what was best for the schools.' Those who know him best expect the same for his service on the Adair Fiscal Court. - EW

Terry Hadley, at Adair Fiscal Court

Terry Hadley will returned to his seat as the Magistrate in District 7. Expect him to be an independent voice on the new court. Hadley held the seat before losing to he current magistrate, Billy Rowe. This time, in the primary, Hadley won and won against another former 7th District Magistrate, Terry Farris in the fall. He's a Republican, and the son of long time Democratic Magistrate Ben Hadley, who served the 3rd District for many years. Hadley's return to the office is after one term on the outside.

Long serving Magistrate Joe Rogers recognized

Adair County Judge Executive Ann Melton presented a plaque to Magistrate Joe Rogers, who served the county's Sixth District for 25 years and is the longest serving Magistrate currently on the Court. His seat will be assumed in 2015 by Greg Caldwell. Rogers' wife, Sandy Rogers, was in the audience to see the presentation. Rogers chose to run for County Judge Executive this year and lost in a close race to the newly elected CJE, Mike Stephens.

Billy Rowe recognized for 4 years service as Magistrate

Last night's Adair County Fiscal Court met with Judge Executive Ann Melton and incoming CJE Mike Stephens seated side by side and frequently conferring on actions which would affect both administrations. Around the table, clockwise, District 4 returning Magistrate Perry Reeder returning Magistrate Sammy Baker (3), returning Magistrate Sammy Baker (3), returning Magistrate Harold Burton (1), returning Sheriff Magistrate; Finance Officer and Recording Clerk Gayle Cowan, CJE Melton and Successor Mike Stephens; Adair County Treasurer Barry Corbin, returning Adair County Attorney Jennifer Hutchison-Corbin, returning Magistrate Billy Dean Coffey (5), outgoing Magistrate Joe Rogers (6), outgoing Magistrate Billy Rowe (7), outgoing Adair County Jailer Rick Wilson, and Adair County 911 Addressing and Mapping Coordinator Justin Bailey. Rick Wilson acknowledges 8 years as Jailer

CJE Ann Melton looks on as outgoing Adair County Jailer Rick Wilson acknowledges appreciation shown him for eight years of service as Adair County Regional Jailer. Wilson had the tough job of rebuilding much of the facilities security, surveillance, and heating and cooling equipment. He will be succeeded a rising political star, Joey White, who will be taking over as jailer ahead of other officers. Wilson is planning to retire December 31, 2014. White will take over that day.

Lisa Greer recognized for 14 years service

Lisa Greer, Adair County Clerk-elect, was recognized by the Adair Fiscal Court for her 14 years service to the court in various capacities, most recently as Administrative Assistant to CJE Ann Melton. Greer is now a Deputy County Clerk and will be taking formal state training for the office in the coming days. Seated, at right, is CJE-elect Mike Stephens.

Fiscal Court recognizes A.L. Sinclair for 13 years service

Always a favorite, crowd pleasing speaker at Fiscal Court Meetings, Adair County Solid Waste Coordinator A.L. Sinclair, who will leave office before the incoming administration comes in, was recognized for 13 years in his current position with great accomplishments to his credit. Sinclair told the court that at the onset of his career in solid waste, Adair County had 168 roadside dumps. Today, he said, that number is down to three. Adair Fiscal Court 9 Dec 2014 - Darnell road report

Jobe Darnell, Superintendent of the Adair County Road Department, reported that the county has a good supply of road salt to start the 2014-15 snow season and that the tractor for the county's new boom mower has been picked up. He said it might be three months before it is returned to Adair County, but should be in time to be ready for the 2015 mowing season.
