Henderson Site First to be Certified as Build-Ready News of the innovation had been delivered, coincidentally, to the Columbia/Adair County Economic Development Authority by Megan Roe and Mitch Ruscitti, just one week ago at its Wed 21 Oct 2014, where it was met with enthusiasm by EDA members. (See accompanying photo(s). C/AC leaders seemed to think this could be done at Green River Commerce Park. Development initiative designed to boost industrial property inventory, attract jobs. By Kerri Richardson and Terry Sebastian ROBARDS, KY - Governor Steve Beshear today joined community leaders to announce that Henderson County is home to the first industrial site to be officially certified under Kentucky's new Build-Ready program. Build-Ready, launched by the Kentucky Cabinet for Economic Development earlier this year, is a cost-effective way for communities to distinguish their list of available industrial sites to meet the needs of today's site selectors. In addition to shovel-ready sites and pre-existing buildings, communities now have the option of proactively preparing and marketing land to potential companies without assuming all the risk and cost of constructing a building. "The Build-Ready program is a win-win for communities and companies," said Gov. Beshear. "Build-Ready is intended to give communities an advantage in attracting new businesses. With Build-Ready, all the obstacles have been removed and the red tape has been cut so businesses can start construction right away, drastically shortening the time it takes to be operational." The 52-acre site is located within the 4-Star Industrial Park off Interstate 69. The park, which is jointly owned by Henderson, McLean, Union and Webster counties, is served by an adjacent power plant, water and sewage plants. With a Build-Ready site, much of the work - other than actual construction - has already been completed. That includes having community control of the land to be developed, preparing a building pad (prepared ground/soil/environmental studies), conducting preliminary design work, including project costs and construction timeframes, obtaining approved site plan permits and having necessary utility and transportation infrastructure in place. "I appreciate the Cabinet's proactive efforts in marketing industrial sites around the Commonwealth through programs such as Build-Ready," said Brad Schneider, CEO of Kyndle, the region's economic development organization. "It's yet another way the Cabinet's terrific staff members and local economic developers can work together to help create more jobs in Kentucky." Communities that meet the minimum standards for each requirement of the Build-Ready program will drastically reduce the time it takes a company to select a site, construct a new building and begin operations. By expediting this timeline and putting companies in operation faster, communities will make their sites more attractive to companies and site selectors. Build-Ready sites will receive special designation on the Cabinet's SelectKentucky.com website and other collateral materials that will be marketed around the world. "I am proud of Henderson and our participating neighboring counties for having the initiative and foresight to hit the ground running with the Building-Ready program," said Sen. Dorsey Ridley, of Henderson. "We are the first to have a certified site and are ready to locate a new company to our industrial park. This is a tremendous economic development opportunity for our community and area. I applaud Gov. Beshear and the Cabinet for Economic Development for their leadership on this project." "I am so proud that Henderson is receiving the first Build-Ready designation in Kentucky," said Henderson County Judge-Executive Hugh McCormick. "Kyndle's staff and county officials have worked diligently over a long period of time to make this happen. Competition is extremely strong for new industrial development. The fact that 4-Star Industrial Park has a Build-Ready site is a tremendous enticement to industries looking to relocate and a valuable asset for Henderson County." "I'm very proud for the distinction of our site being named the first Build-Ready certified site in Kentucky," said Webster County Judge-Executive Jim Townsend. "We work hard to make sure we have the facilities and utilities needed to support manufacturers and businesses. To have a certified Build-Ready site in our 4-Star Industrial Park lets industries looking our way know that we are ahead of the curve and ready to get to work." "Receiving the designation as a Build-ready site is an essential step forward in developing 4-Star Park into an economic center for our region," said McLean County Judge-Executive Kelly Thurman. "This park resulted from the forethought of four counties joining resources to market our area for industrial development and to create additional job sources for our citizens. We look forward to growing the park, and this designation should provide us advanced opportunities to do so." "The Build-Ready certification is attractive to any manufacturer that needs to be operational within a short period of time," said Union County Judge-Executive Jody Jenkins. "Most of the due diligence has been completed, and this allows a company to build in our 4-Star Industrial Park at Southern Star Way immediately.
