AG announces indictment of former pain management doctor Dr. Craig Leicht faces Medicaid fraud and theft charges. By Daniel Kemp News from the office of KY Attorney General Jack Conway Attorney General Jack Conway and his Medicaid Fraud and Abuse Control Unit today announced the indictment and arraignment of a former pain management doctor on Medicaid fraud and theft charges. On August 8, a Clay County grand jury indicted Dr. Craig Leicht, 60, on one count of Medicaid fraud and one count of theft by deception over $10,000. Dr. Leicht pleaded not guilty during his arraignment hearing this morning in Clay Circuit Court. Dr. Leicht operated a pain management clinic in Clay County, which included services to Medicaid recipients. According to the indictment, from January 1, 2009 through January 1, 2012, Dr. Leicht made, presented or caused to be made or presented false, fictitious or fraudulent claims for services he billed to the Medicaid program. Attorney General Conway's Medicaid Fraud and Abuse Control Unit investigated this case. It is being prosecuted by the Medicaid Fraud and Abuse Control Unit in Clay Circuit Court. A pretrial conference in this case has been scheduled for March 2, 2015 at 9amET. Theft by deception over $10,000 is a class C felony, punishable by five to ten years in prison. Medicaid fraud is a class D felony, punishable by one to five years in prison. A charge is merely an accusation. A defendant is presumed innocent until and unless proven guilty.
