The matter was approved in the Tuesday, August 12, 2014, regular meeting of the Adair Fiscal Court. Consulting Engineer Greg Eastham presented his findings on problems with the L. Hancock Bridge at last night's Adair County Fiscal Court meeting, using simple explanations about the hydrological problems facing the 10 year old structure. His recommendation, that the bridge be kept open, with signs posted warning of a three-ton limit, and that the span be monitored on a monthly basis, was unanimously adopted by the court, unanimously. Jobe Darnell issues road report County Road Superintendent Jobe Darnell presented the County Road Department report, which was approved unanimously. Court approves sole bid for boom mower The court approved the sole bid for a new boom mower, contingent on the vendor, Wright Implement, installing the mower and on the understanding that a trade-in was not required. The cost for the 50" Tiger brand machine is $44,644. The vote was split, 5-2, with Magistrates Billy Rowe (7) and Sammy Baker (3), who wanted to wait and compare prices with a new tractor included, in the minority; and Magistrates Billy Dean Coffey (5), Joe Rogers (6), Harold Burton (1), Daryl Flatt (2), and Perry Reeder (4) voting in favor of accepting the Wright Implement bid. Jailer asks for incentive raises; clerk's office, sheriff's office staffs get $25 month raise, part-time employees raised Jailer Rick Wilson told the court that his departement faced a crisis because of high turnover and asked for an incentive to stem the loss of trained employees. He said that on average, one employee per month chooses to go elswhere. As one incentive, which he had labelled a "Pepper Spray Incentive," would give jail employees a raise of 50 cents per hour after they received additional training in the use of pepper spray. The changes he requested would be incorporated into the jail's policy book. Those changes require two readings of an ordinance. The first reading was approved, 6-1, with Magistrate Billy Dean Coffey voting no, with the stipulation that a meeting of the budget committee, Sammy Baker and Joe Rogers, with all department heads, to make sure, 1) That the county budget can handle the increased cost, and 2) that the matter of the raise be handled equitably across all agencies of county government. > The court did approve 15 cent/hour raises for part time employees, and $25 per month per employee in the County Clerk's and Sheriff's Department, both fee offices. Jail surplus sale approved The court voted to approve a request from Adair County Regional Jailer to declare materials left following completion of the Perfection Group's recent energy savings equipment as surplus, and approved Jailer Rick Wilsons plan to sort materials into four groups: 1) Air Conditioners, 2) Motors, 3) Metals, and 4) Wiring. Mr. Wilson said that the salvage price received by the county should be multiplied if sold in sorted lots rather than one large mixed lot. Breeding Area Volunteer Fire Department gets $2,500 insurance stipend The request by the Breeding Area Volunteer Fire Department for $2,500 to help defray the cost of insurance was approved unanimously, as moved by Fourth District Magistrate Perry Reeder, The BAVFD had supplied the requisite financial statement, just a the Knifley fire department had done earlier. Columbia/Adair County Human Rights ordinance approved unanimously The court approved, unanimously, on a motion by Billy Dean Coffey (5), with a second by Harold Burton (1), a second reading of the ordinance establishing a joint Columbia/Adair County Human Rights Commission. Gaddie Shamrock awarded chip and seal, blacktopping contract Only one bid package was received on for chip and seal and blacktopping, from Gaddie Shamrock of Columbia, KY, with two options, one for a fixed cap, the other for an indexed price tied to the price of oil. On a motion by Magistrate Billy Dean Coffey, the court approved the indexed price. Treasurer reports balance, gets pre-approval for fund transfers Adair County Treasurer Barry Corbin reported a reconciled balance in all county funds of $605,071.64 as of July 31, 2014. The treasurer request pre-authorization for fund transfers if necessary. This was unanimously approved. The treasurer's year end settlement was also approved. Three part time employees added to 911 staf Three part time employees were approved in individual votes last night for part-time positions at Adair Count 911, on the recommendation of Greg Thomas, Director. They are Sierra Akin, Cindy Pruitt, and Tamara Moore Strange. Court orders approved Three court orders were approved: One order was to approve the payment of $7,200.00 to Melissa Handy for rent at the Transfer Station for the fiscal year 2014-15. Another authorized the payment of the final installment of $41,778.50 to the Perfection Group for work at the Jail. A third was a payment to the IRS after the agency made a refund, then came back to say it had overpaid, and asked the court to pay interest on the overpayment. Judge Melton said that it would be easier and cheaper to pay the request than to fight it. Sheriff Harrison Moss' report approved Sheriff Harrison Moss gave the Adair County Sheriff's Office Activity Report for July 2014 as follows:
County accepts Anderson Road deed; oks CJE to do necessary paperwork The court accepted a deed to Anderson Road, and authorized the County Judge executive to sign all documents, completing necessary paperwork for the inclusion of the road into the county system. Court accepts all recommendations in Reading of Roads All recommendations were approved in the reading of the roads, presided over by Adair County 911 Mapping and Addressing Coordinator Justin Bailey.
