CACEDA elects new officers; CJE swears in new members

The Columbia/Adair County Economic Development Authority opened its Tuesday, July 15, 2014 meeting with Adair County Judge Executive Ann Melton administering the oath of office to three new members, Ann Martin, Mark Dykes, and Mike Curry, with the election of new officers immediately following. Dan Antle was elected Chair; Tony Corbin, Vice Chair; Randy Burns, Secretary, and Mike Curry, Treasurer.

The board reviewed but tabled the budget for the coming year, awaiting more detailed analysis of last year's revenue, and expenditures, and an exact breakdown on duties of the staff, whose costs are shared with the Columbia/Adair County Chamber of Commerce and the Columbia/Adair County Tourism Board.



Member Mark Dykes stressed the need for greater transparency and accountability, and Judge Melton, who remained through the entire meeting, noted that, as a special district, CACEDA is now required to be more transparent in reporting under the rules of KY HB-1.

Chairman Dan Antle asked Executive Secretary Sue Stivers to get all bank statements to Secretary Tony Corbin to analyze, allocate, and bring back details to the next meeting.

Board discusses entertainment and travel, retroactive payment for LWC dinner

Member Mark Dykes updated the Authority on efforts to land a Wayne Supply outlet in Columbia, KY, and shared a letter he had received from Richard Scott of Wayne sent to Josh Kemp, Greg Corbin, Heather Spoon, Nick Roy, and Mark Dykes, with the subject line, "Columbia facility." The letter commended the group on the job they did showcasing the community. Dykes said that prior to the reception and dinner, Columbia had not been under consideration but now is.

He asked that CACEDA consider paying at least part of the cost of the meal hosted by Lindsey Wilson College as a show of support. Mike Stephens, candidate for CJE, was present and asked to speak on the matter, saying that many private members of the community were willing to contribute to the cost of the meal, but he thought the board should pay at least part of the cost to show support. Stephens said that one of the roles of the CACEDA board would be to act as a catalyst for recruitment, and paying some of this recruitment cost would be serving that end. The CACEDA board then were told that the cost was $1,277.50 by Tony Corbin. The board voted unanimously to pay that amount. As many as 200 were in attendance. The move was in keeping with a policy advocated by Chairman Dan Antle, who said that CACEDA would need to increase its allocations for Travel & Entertainment. "That's a big part of what we do," he said.

Earlier in the meeting, Mark Dykes had put it another way, "If we're not fishing, we're not going to catch any fish."

Executive Secretary directed to ask Greg Jones to speak to group

Chairman Dan Antle noted a change in officers at the Center for Rural Development, with Greg Jones retiring as Southeast Kentucky Economic Development Director and Brett Traver filling the post. He said that he had learned that Greg Jones has taken a job with the Russell County Economic Development Board and noted that Russell County will likely get priority on new industry which might be guided to a location by the state, in light of the recent Fruit of the Loom, Jamestown, KY, plant closing. "That's probably as it should be," he said, "and that will also benefit Adair County," he said. He said that Greg Jones is good at putting together financial packages needed for economic development. He asked that Sue Stivers arrange an invitation to Mr. Jones to speak to CACEDA to explore mutually beneficial goals for the counties and region.
