Columbia City Council Report, July 7, 2014 meeting
By Ed Waggener Excessive use of fireworks was questioned by a U.S. Veteran at the Columbia City Council Regular meeting, Monday, July 7, 2014, and Mayor Mark D. Harris said that the veterans complaint, and that of several others, will be studied, with a goal of reaching a happy medium on the issue. Scott Tarter, a U.S. veteran of the Iraq War, appeared before the City look at ways to reduce fireworks disturbances in the city on times other than the official July 4th Fireworks at the Adair County Fairground. Tarter said that a number of veterans who suffer Post Traumatic Stress Disorder live in the community. For them, he said, Fireworks noise at all hours of the days preceding an following the 4th of July, and on Halloween, is very stressful. Tarter said that he understood and could tolerate the fireworks at the Fairground, but hoped that the city could curb disturbances at other times. (Others have complained about the stress on animals, but that was not brought up in the meeting). Mayor Harris said that the city has received several complaints about excessive fireworks noise, and that he would hope to find a happy medium on the subject. Council approves a resolution endorsing Trail Town USA initiative Ellen Zornes, repesentive of the Trail Town, USA initiative for Columbia, KY, was spokesperson for the Trail Town, USA group, which had just secured a $5,200 grant for benches downtown. At the meeting, in support of Zornes, were Trail Town, USA committee members Jelaine Harlow, Jackie Montgomery, and Lee Ann Jessee. Zornes told the Council that an application for funding from Tour South/Southeastern Kentucky for benches for Downtown had been successful, and that eight park benches would be installed in the downtown area. She said that Anthony Janes, of Columbia's FABCO metal fabricator will have eight uniform, black park benches installed on or before the grant's deadline, August 15, 2014. The benches will all have the Historic Courthouse Clocktower logo. She said that, in addition to the grant funded benches, a "backless" bench is being donated to the city. Zornes asked for Council advice on the placement of the benches. Mayor Harris appointed Councillor Charles Grimsley, Chair of the Columbia Parks and Recreation Board, to work with the Trail Towns group to select the sites on the Square. Grimsley's wife, Holly Grimsley, co authored the successful grant application with Zornes., Four of the benches are scheduled to go in the Fountain area, where, Zornes said, Trail Town visitors and others would be able use the benches to picnic, or just rest and pass time. She said she hoped the benches might rekindle an interest in whittling again. Council approves a resolution endorsing Trail Town USA initiative After the presentation on the benches, Mayor Harris asked the council to vote on a resolution in support of the Trail Town USA program for Columbia/Adair County. The Council voted unanimously 5-0 to approve the resolution, which becomes a part of the group's application for Trail Town USA status. Council hears first reading for Columbia/Adair County Human Rights Commission City Attorney Marshall Loy gave a first reading of "An Ordinance of the iscal Court of Adair County and the City of Columbia, Creating the Adair County and City of Columbia Joint Commission on Human Rights." Councillor June Parsons suggested some minor changes to correct typographical errors and also requested that the document refer to the "Columbia City Council" in places as a parallel to the reference to the county as "Adair Fiscal Court." Adair Fiscal Court will have a first reading of the ordinance tonight, at it's 7pmCT, Tuesday, July 8, 2014 regular monthly meeting. Charles Grimsley, who served on the Human Rights Commission planning committee, said that the committee will have seven members with representation based on population, with more members from the county than from the city proper. Bobby Bowe, who has been instrumental in seeing the commission become a reality, was present at the meeting but did not speak. Minutes approved The council approved minutes for the June 2, 2014 regular meeting, (with corrections requested by Councillor Robert Flowers regarding how he was quoted) and for spcial called meetings on June 23 and June 24, 2014. The votes were uninanimous to approve, with Craig Dean, Robert Flowers, Dr. Ron Rogers, Charles Grimsley, and June Parson voting. Mr. Roy Rademacher asks that flags be out for Flag Day Mr. Roy Rademacher spoke to the Council, expressing appreciation for the display of the American Flags on Memorial Day and July 4, and Labor Day, but asked that the City also remember June 14, 2014, "Flag Day, and fly the flags on that day as well. COUNCIL COMMENTS June Parsons: In the Council Comments section, Councillor June Parsons gave a report from the June 26, 2014, meeting of the committee working to bring the city's budget into line with revenues. The committee also includes Robert Flowers and Craig Dean. She said that the committee is looking at normal and other innovative revenue sources, at capital outlay items, at all revenue and expenditures, and will be examining how nearby cities are coping with budget problems, not to let those cities dictate how Columbia will solve its problems, but for ideas. Charles Grimsley: Councillor Grimsley said that Marsha Walker had asked him when the City of Columbia would be taking over the streets in Holladay Place shopping center. City Clerk Rhonda Loy told the council that all the documents needed to make the change are filed with the city. Mayor Harris said that council action on the streets should come soon. Dr. Ron Rogers: Councillor Rogers commended the street department for the flags and thanked Ellen Zornes and the Trail Town committees work. He commented that the benches installed at Jim Blair Community Recreation Center look really nice. The Jim Blair benches are similar to the ones whiich will be installed on the Square. Robert Flowers: Stated support for the Mr. Rademacher's request for flags to be put out flag day. He also updated the council on an issue with the Columbia Gas Department's natural gas supplier. He said that Peak Energy charges more or "Hot gas" which produces more British Thermal Units than a similar volume of gas which is not "Hot." However, the CGD as no way to charge more to its customer, and that the CGD is still trying to come up with a formula to reflect appropriate transportation charges for its own customers. City Gas Superintendent Ron Cook reported to the council that all leaks in the distribution system are sealed. Craig Dean: Councillor Dean commended Councillor June Parsons for her work on the budget commitee, and urged every to attend the Adair County Fair. Present at the meeting were Mayor Mark D.
