Board will award construction bid to lowest bidder, after all

Update, new information just in changes this story:School Board approves big project construction, demolition bids.
Board will revisit construction award after learning that Federal guidelines allow the award to go to the bidder with the lowest total, not the lowest base bid. A one week delay will mean savings of $83,254, Supt. Reed says. Demolition contract not affected; demolition of JAIS and CWC buildings should begin next week

After clarification of Federal Guidelines, with State Officials and Officials at Lake Cumberland Area Development District, Architect Gabe Jones called with some very favorable news for the Adair County School: The award for the construction of the satellite campus and canopies can go to the firm with the lowest combined bid, Superintendent Alan W. Reed said in a call at 3:25pmCT, Monday, June 30, 2014.



The contract, barring any highly unlikely occurrence, will be awarded to Alliance Corporation, not Scott, Murphy, Daniels. The bids are

  1. Alliance Corporation: $1,129,800. Building; + Canopy, $281,900.=$1,411,500.
  2. Scott, Murphy, Daniels: $1,124,392. Building + Canopy, $369,757=$1,494,754
This will mean a savings of over $83,254, and will mean an additional savings on bonding costs, Reed said. "The delay of a few days on construction will pale in comparison to the savings," he said. With the savings, he said, the date for other badly needed construction may be moved up, he said. Reed said that since no contract has been signed, the board will meet soon at a special called session, and vote again to award the contract. He said that the exact time will be announced, but he is anticipating another meeting on Monday, July 7, 2014, likely at 8:30amCT, if that fits the needs of a quorum.

The construction award delay will have no effect on the demolition award to Brockman Construction of Columbia; demolition of JAIS and CWC buildings should begin next week, sometime July 7-11, 2014, Supt. Reed said.
