School Board approves big project construction, demolition bids


  • Bids go to second lowest bidders
  • Columbia firm wins JAIS, CWC demolition contract because of experience
  • Scott, Murphy, Daniels wins satellite campus, canopy bid because of lowest base bid, though it's total over $83 thousand higher - because of Federal guidelines.
  • Demolition is to be complete before August 15, 2014
  • Construction projects expected to be complete by mid to early October
  • Vocational classes will proceed with minor schedule changes, Superintendent Reed says, despite later than projected completion of class space

In a fast paced session, this morning, Monday, June 30, 2014, the Adair County Board of Education awarded bids for demolition of John Adair Intermediate School and Col. Casey Elemetary School and a construction contract for the building of the Satellite Lake Cumberland Technical Center and canopies for Adair County High School and Adair County Middle Schools.

Both bids, after all bids examined by architect Gabe Jones of Sherman-Carter-Barnhart, were awarded to the second lowest bidder, for different reasons.


Local firm wins demolition contract

The Demolition Bid was awarded to a local contractor, Brockman Construction of Columbia, KY. The company's bid of $239,700 was slightly higher than that of South End Services, Louisville, KY, whose bid was $235,000. However, Brockman Construction has experience in commercial demolition, whereas, Mr. Jones said, South End's experience is in residential only. On a very positive note, the winning bid was over $210,000 less than the architects estimate for the demolition.

  3. AB, Inc. - $249,157.00
  4. Combs Trucking - $249,888.00
  5. AFM - $262,347.00
  6. Evans - $429,900.00
  7. Van Hook Enterprises, $495,000.00
  8. Dre & Associates - $534,600.00
  9. Renascent - $562,700.009
Kentucky based firms had the lowest based bids, Architect Jones said.

Funding plays role in award for construction projects

The award for construction of the satellite campus building went to the highest of the two bids because of a quirk in bidding rules: According to Federal guidelines, the lowest "base bid" had to be the winner or grant funding would be lost. The two bids were:
  1. Alliance Corporation: $1,129,800. Building; + Canopy, $281,900.=$1,411,500.
  2. Scott, Murphy, Daniels: $1,124,392. Building + Canopy, $369,757=$1,494,754
Because Scott, Murphy Daniels, a Bowling Green, KY, firm, had the lowest base bid, $1,129,800 the firm was awarded the bid, even though the combined bid was $83,254 higher. The board heard a report from Joe Nance with Ross, Sinclaire, & Associates, LC, financial agents then voted, as the Adair County Public Finance Corporation, to issue $835,000 in revenue bonds to finance the projects.

During the ACPFC session, the board voted to realign officers to be the same as the Adair County School board.

Mr. Nance said that the balance of bonding potential left after the bond issuance will be $1,150,000.

Superintendent Reed said that this mean the next most urgent project, a new school bus garage which will cost an estimated $1.5 million, can likely be build in 2016.

Gabe Jones said that construction and demolition work can likely sart as early as next week. He'll meet with the winning bidders for pre-construction conferences this week.

Demolition work is to be complete on or before August 15, 2014, he said, before the start of school for the 2014-15 school year.

Completion of the satellite campus is expected by early to mid October.

Vocational classes will start on schedule, at the beginning of the sschool yar, but laboratory work is being re-scheduled for later in the term, Superintendent Alan Reed said.
