Tech at Adair schools gets huge boost from Duo-County Telecom

At last night's school board meeting:
  • Duo-County Telecom grant of $25,000, board infusion, frees $54,460 for Adair County school technology program
  • Licensing agreement will pay 10% royalties to district; in Consent Agenda Unanimously approved
  • SBDM staffing allocations for 2014-2015 approved
  • Canopies, Satellite Campus projects move ahead

Thanks to a $25,000 grant and an infusion of $2,230 from the Adair County School Board, the Technology Department in Adair County School District will have $54,460. available to improve technology in the District.

The board voted unanimously, on a motion by Mike Harris (Div 5), with a second by Greg Willis (1), to make the match at the Thursday, February 20, 2014 Special Regular School Board meeting. Harris and Willis were joined by Chairman Floyd Burton (4), Quin Lasley (2), and Joseph Payne (3), on the vote.



The opportunity came with a KETS (Kentucky Education Technology System) matching grant of $27,230. Duo-County Telecom's $25,000, in addition to the board's $2,230, are being used as the match. Carla Perkins, Technology Director for the system, presented case for the match.

The action came in an evening when Adair County Primary Center Principal Patty Jones had emphasized the strides ACPC has been making with iPads at the center - and the continuing need for more iPads at the school.

The District had $132,686. in KETS offers of Assistance in Escrow before the $25,000 was allocated to the current year. Now there is a balance of $107,686 in the fund which needs a match from the school board or other benefactors to put another $215,272 into use for technology. Satellite campus construction moves along

Architect Gabe Jones, of Sherman, Barnhardt & Carter architects, gave updates on the winddown of the Adair County Primary Center construction, and the next projects, the canopy construction and construction of the Satellite Campus. Paperwork for the projects was approved unanimously.

Licensing agreement will pay 10% royalties to district

Included in the consent agenda, the board approved a licensing agreement with Pel Industries, Inc. of Rogers, Arkansas, which includes a 10% royalty for the district for screen printed apparel bearing the district's name. Pel markets primarily through Walmart stores.

The agreement was unanimously approved. Pel industries suggested that all logos used in the system be trademarked.

Supt. Reed said, before the meeting, that he will caution administrators and teachers not to promote purchase of the apparel, which often costs parents many times the cost of comparable unprinted clothing. However, he said that the program will mean added dollars for the system, and, on balance, is a good thing.

District policy recently has been to help families reduce the cost of school attendance, with a closer look at school fundraisers which hurt family budgets and health through the sales of merchandise, particularly sugary sweets.

The licensing agreement was approved without discussion, along with the rest of the consent agreement:

  • Approval of treasurer's report
  • Approval of payment of bills - Renae Smith
  • Approval of the following BG-3 for Vo-Ag Tech Canopy Project.
  • Approval of the following BG-4 forms: Weddle - Bid Package 021; Atlas Metal - BId Package 111; Dine - Bid Package 113; ToadVine - Bid Package; Atlas - Bid Package 122
  • Approval of School Wide Fundraiser for Adair County Primary Center
  • Approval of Staffing Formula for 2014-2014 School Year
  • Approval to allow Walmart sales of Adair County Clothing line for 10% reimbursement to district
  • Acknowledge of Personnel Action
Ricky Bault gives update on buildings and grounds

Ricky Bault, Maintenance Supervisor, reported that the restrooms at Adair County Primary Care are now complete, and look great. He told the board that the football and baseball fields have been treated with 800 lbs. of "Triple 19" and should look good come spring. Bault said that a storage shed behind the old Ag building will be renovated using 3 sliding doors to compartmentalize storage to be shared by maintenance, transportation, and football. Leaks at the Adair County Middle School were also repaired during the past month.

Leakage of a water/glycol mixture in a geo-thermal system were found after heavy water loss. However, he said, the system is still under warranty and there will be minimal cost to the district.

Board votes to give surplus water heater to Adair County Jail

The board voted unanimously to donat a hot water heater from the surplus buildings to the Adair County Jail. The water heater had not received bids when surplus property was auctioned earlier.

Board tables final approval of copier lease agreement

On the recommendation of Superintendent Alan W. Reed, the board tabled a new copier lease agreement. Mr. Reed said that a few details need attention, but was hopeful that the agreement can receive approval at the March meeting. He projects a savings of $100,000 per year under the new, single vendor, single lease expiration program.

SBDM staffing allocations for 2014-2015 approved

Finance Officer Renae Smith present staffing allocations for the coming school year based on enrollment projections by Director of Pupil Personnel Robbie Harmon. Under the plan Adair County Primary Center will have 28 teachers, Adair County Elementary 22, Adair County Middle School 21, and Adair County High School 24. Each school will receive an allocation of $100 per student for classified employees. Each school will have a principal, assistant principal, and librarian; the high school will have a second counselor. The proposal was approved 5-0, on a motion by Mike Harris, with a second by Greg Willis.

Board meeting preceded by 5 minute reports from SBDMs

The Board meeting was preceded by presentations by Principals Troy Young, Adair County High School; Alma Rich, Adair County Middle School; Steve Burton, Adair County Elementary School; and Patty Jones, Adair County Primary Center. There was standing room only attendance for the reports, which started at 6:30pmCT. The change in meeting time meant that the February meeting was a Special Regular Meeting, rather than a Regular Meeting.

Chart: Kentucky Education Technology System Escrow Money

The Adair County School Board mostly through a $25,000 grant from Duo-County Telecom, was able to free up $54,460 for improvements in technology in the district. The board voted to spend $2,230 to make the match possible. The chart above, created by Technology Director Carla Perkins, shows the amounts of KETS matching grants escrowed since 2011 and the time limits for matches. Supt. Alan Reed said he is hoping that state funding will improve with actions from the current General Assembly, now in session, and that the utilization of the KETS funds can be accelerated. Barring that, should other benefactors in the private sector follow the example of Duo-County Telecom, the funds could become available through help from the private sector or other local government and/or special taxing districts, too.
