Adair Fiscal Court, meeting report, February 11, 2014

Last night, Tuesday, February 11, 2014, at the Adair County Fiscal Court meeting:

After a lengthy discussion, the Adair County Fiscal Court unanimously approved a pared down Perfect Group proposal to replace the 30 year old heating and air conditioning systems and make other energy savings upgrades to the building.



According to the Perfection Group, energy savings will pay for upgrades over the life the the bonds.

Originally, Perfection had recommended contracts for all county buildings, but the magistrates, somewhat sceptical of how the proposal would play out, pared the contract to a bare bones one, totalling approximately $350,000. That amount is before a $100,000 state grant is applied.

Although one magistrate, Daryl Flatt (2), stated that he would not let it be the major reason for his vote for the project, the availability of grant money did dramatically change the arithmetic.

In recent months, the panacea offered by companies such as Perfection have lost much of the sheen, as some entities, even in Adair County, are finding themselves paying for bonds for "energy savings/cost pass through" contracts for years after the buildings' lives.

However, the court, after exhausting scrutiny and insistence on more specificity - there will be a five month limit for Perfection to make the upgrades - approved the contracts and gave County Judge Ann Melton the necessary authority to see the heating and air conditioning upgrades.

Maagistrate Joe Rogers, who served on a committee to oversee the situation, noted that the county could face dire circumstances if the heating and air condition situation were corrected, with the possibility of a mass transfer of inmates to other facilities were the present system to break down. Adair Regional Jailer Rick Wilson told the court that at times he had to spray an element of the system every 7 minutes to cool it to keep it operating.

With the action taken last night, the situation may be remedied in as few as 90 days after the contracts are signed, and not later than early to mid July, 2014, coinciding with annually expected heat wave possibilities.

And, while humanitarian concerns did not play as big a role in the discussion as fear of potential liability did, the decision should be a relief to those concerned with Christian concern for all humankind.

County votes to get two new Dump Trucks, auction old ones

On County Judge Ann Melton's recommendation, which she based on a mind changing look a the truck market, Fiscal Court voted unanimously to sell two Mack Dump trucks and get two new ones, following a brief presentation by Jim Dotson of World Wide Equipment sales.

Judge Melton said that she had planned to have the county buy out the lease of one truck and only get one new one. But a resurgence in construction and an improving truck auction, with much higher prices coming when small government trucks are sold changed her mind.

New truck prices are having only minor year model increases, while the county owned trucks, based on projected prices, are projected to sell on the used marked for $10-12,000 more, each, than the county paid one year earlier.

The truck purchase will be financed by $150,000 of KACO financing.

The vote to proceed, and to authorized Judge Ann Melton to sign all necessary paperwork, was unanimous.

One court order

The court approved unanimously, one court order, authorizing CJE Ann Melton to sign a check for $14,000 to the Kentucky State treasurer for the purchase of a surplus state dump truck for the road department. The check will be drawn on the county's road fund.

Sherman Burton high bidder for jail surplus

The county received two bids for surplus Adair County Regional Jail scrap. Sherman Burton bid $50, the winning offer; Harold Burton was the only other bidder, submitting a $42.42 bid.

County treasurer reports $1,541,494.34 reconciled balance

Buoyed by receipts of State of Kentucky Road funds creating a roads balance of of $860,740.21, the reconciled balance in all funds for the Adair Fiscal Court rose to $1,541,494.31, Adair County Treasurer Barry Corbin announced last night.

His report, and the usual request for Transfers of Funds to the Jail, Animal Shelter, and 911 were unanimously approved at last night's Fiscal Court meeting.

More good news on money was received when Sheriff Harrison Moss gave his report, which included a return of excess fees of $27,759.44, and Adair County Clerk Sheila Blair announced a return of $180,000 with the possibility of as much as another $9,000 plus once the audit of her office is complete.

Adair County CJE Ann Melton commended both Sheriff Moss and Clerk Blair or keeping controllable budget items totally in budget.

Sheriff Moss' excess fees might have been even higher were the same accounting procedures used as before his term. In prior times, the county paid gas expenses. Now that comes out of the sheriff's department. In the end, it makes no difference to taxpayers and is a more realistic way of looking at return of excess fees, but has to be taken into account when comparing today's return of excess fees to returns in previous sheriffs' tenures. Clerk Blair announced that she is retiring and the court unanimously approved the a 10 month calendar year 2014 budget for incoming Clerk Joyce Rodgers.

Reading of Roads

Adair 911 Mapping and Addressing Coordinator present two road changes, both first readings in Magistrate Daryl Flatt's District 2:
  • Change Plainview Lane to Hector Curry Lane
  • Impose 35 mph speed limit on Oak Grove Road
Both first readings were unanimously approved.

The change of name honors the memory of Hector Aaron Curry, the four year old Adair County Elementary Preschooler who lost his life in a home fire in Russell County, KY, on September 8, 2012.

Changes made at Adair County 911

Adair County 911 Coordinator Greg Thomas presented three proposals for changes in employment at the center.
  • Zack Giles status was changed from full time to part time. His pay was set at $8.50 per hour. Giles has recently taken a full time position at Kentucky State Police Post 15, Columbia, KY
  • Joe Collins status was changed from part time to full time. He will be paid $9.50 per hour in the new position.
  • Natalie Sneed was hired as a new part-time employee at a starting pay of $8.00 per hour
All recommendations were approved.

Minutes, routine items approved routinely

The court approved minutes of the regular January 2014 meeting and of the special called meeting to review the proposal of the Perfection Group to update HVAC and other energy consuming items at the Adair County Regional Jail. Also approved were bills and additions.

a first reading approved a name change for Plainview Lane to Hector Curry Lane. The change of name honors the memory of Hector Aaron Curry, the four year old Adair County Elementary School (ACES) Preschooler who lost his life in a home fire in Russell County, KY, on September 8, 2012.
