Likes buffer zone along stream banks, but newest member of The Movement doubts there's connection between the EPA and "needs to return to a more logical mind-set"

I second "The Tractor Man's" endorsement of Joyce Coomer's suggestion regarding the buffer zone. However, I also think that the connection between "EPA" and "needs to return to a more logical mind-set" falls into that area of modal logic defined as an impossibility.
