Adair County Hospital Board accepts bid for new WRH roof In the December 2013 regular meeting of the hospital board
By Ed Waggener A 5-0 vote at the Monday, December 23, 2013, Adair County Hospital Board of Trustees meeting drew a round of applause from the audience, as the board voted to approve the low bid of Melson Roofing Company of Columbia for a $193,000 new roof covering the entire roof system at Westlake Regional Hospital. The action came on a motion by Trustee and Volunteer CEO Neal Gold, with a second by Richard Grant, with board members Chairman Craig Pyles, Bruce White, and Brad Keltner joining in a 5-0 vote. With over $2,000,000 on deposit in a reserve account at Community Trust Bank, and currently profitable operating statements, the board began making other moves to upgrade the services at the hospital and make it competitive with other facilities in the area. The reserves include taxes received as ordered by the Federal Bankruptcy Judge, and a $1,050,756 meaningful use payment, based on the hospital's successful implementation on electronic record keeping. Hires new CEO following executive session The board voted 5-0 to make volunteer CEO Neal Gold, who has by all accounts performed in a stellar manner on an unpaid basis, to be the hospitals CEO. The action is contingent on Gold resigning from the board effective December 31, 2013. Gold will assume the paid position on January 1, 2014. Gold's salary will be $120,000 per year. Board accepts resignation of Cheryl Wall The board announced the resignation of Cheryl Wall, administrative assistant in the CE0's office, with praise for her work at the institution. The meeting was on her last official day. Wall recently earned a Master's Degree in Public Health from Western Kentucky University and is taking time off to study opportunities elsewhere. Board hires Campbellsville University graduate as replacement CEO Neal Gold announced that Justin Mardis, a Campbellsville University graduate and Campbellsville, KY, resident, has been hired as a replacement for Cheryl Wall. Hospital authorizes CEO to negotiate for new ultrasound equipment The board authorized CEO Neal Gold to negotiate for new ultra-sound equipment to take advantage, if possible, of year end deals companies are offering. The resolution authorized Gold to use his best judgment whether to buy, lease, or take no action at all at this time. The new equipment would replace equipment which is 18 years old. It will make it easier for Cardio-Vascular Associates in Louisville to read digital reports remotely and give better patient care. The board unanimously voted, 5-0 to approve Mr. Gold to complete the negotiations and sign necessary paperwork, if needed, to acquire the new equipment. CFO David Hayes will present four office proposals Chief Financial Officer David Hayes told the board that he will propose, possibly in the January 2014 meeting, four business office proposals: 1) A written Agreed Payment Schedule Policy. 2) Written policies on Bad Debts, with an aging schedule for action. 3) Written policy on Patient Discounts - the various levels of cost to discount patient bills. and 4) A written policy on Charity Care, following government guidelines on income levels.
