CJE Ann Melton gives background for any sale of county property

County was interested in selling the old Hutchison Hardware garage building to the county, but it would have had to be appraised first, then advertised for bids.

Ed, I really would have thought that my dear cousin Ralph knew the process for selling real estate owned by government entities.

But here is a little background on what actually occurred. Mayor Pat Bell asked me a few years ago if the County would be interested in selling the property adjacent to City Hall.



I told him that the City could utilize that building and space much better than the County could and I thought the Fiscal Court would be happy to sell it to them. With any Government owned property we have to have it appraised and cannot sell for less than it appraises for. I had the property appraised (cost to the County with no offer from the Mayor to share in that expense) and the Mayor said the City was not interested at that price.

Even, had City Government been interested at that price, we would have to still take bids from the general public, just in case someone was willing to pay a higher price. Ralph may also recall in that grant the Mayor was wanting the County to move our 911 center in the building.

They were not going to cost share with us on operating the center, but wanted it located with the City Police.

We have one of the nicest 911 centers in the State of Kentucky paid completely from a grant awarded to Adair County by former Governor, Ernie Fletcher.

It is not run by either the City or the County, but a board. The Cost to run the center is still paid from 911 surcharges fees and the Adair Fiscal Court. The total cost of that building was $240,000.00.

Ed, a lot of times we as citizens are in such a hurry to place blame here or there without knowing the whole story.

I didnt take Ralph's statement as a slur to me for pricing the property at that price. But had he known the whole story he would have known why that was the least he County could sell the property for.
