CAUD Board meeting report, November 14, 2013
Click on headline for complete story By Ed Waggener Fouser Environmental Services, Versailles, KY will be opening a laboratory at the Adair County Water Treatment Plant, 555 Griffin Springs Road, Campbellsville, KY following a vote by the CAUD Board tonight, Thursday, November 14, 2013 to lease space to the company to establish the facility. Under the agreement, CAUD will provide space at the Water Plant and $26,000 in equipment and Fouser will invest $156,000 in equipment. Fouser will train CAUD personnel to use the equipment and do testing inhouse. The CAUD equipment investment would be recouped in slightly less than one year, through testing savings. Tests now cost the utility approximately $36,000 per year General Manager Lenny Stone said. "After the first year, it's all savings for us." For Fouser, the lab will allow the company to give better service to local utilities providing its chemical analysis of drinking water and drinking water microbiological analysis for South Central Kentucky utilities and others Campbellsville's Water Company is already a client, and, according to David Bowles, Green-Taylor Water District has expressed an interest in having their tests done at Fouser's new Adair Water Treatment plant facility. Fouser is agreeing to maintain the lab for at least one year, after which continuation is contingent on having three or four major clients - a goal Consulting Engineer said should be attainable. The lab will mean one new full time employee, Bowles said. The plant should be in operation by around January 1, 2014, he said. The votes to enter into the agreements necessary were unanimous. Downtown Project is complete, and has $168,000 surplus General Manager Lenny Stone said that the Downtown Project Phase 2 is now complete, and that Stotts Construction Company did an excellent job. There was $168,000 left over, which has to be used on the project. The board approved a change order under which Stotts Construction will make repairs on Glen Mary Street, and will do a bore under Russell Creek to tie the old city system into the East Adair County, county water distribution system. The connection will give a multitude of options for water supplied, when necessary, from Russell County or Taylor County water companies, should the need arise, as well as options within CAUD's distribution network. Downtown Project Phase 1 is next The board voted to approve the advertising for bids for Downtown Project 1, which will rework water lines in the Downtown Columbia area and Longhunters subdivision. The work downtown will be mostly replacing water meters and water lines in the alley ways behind the buildings facing the Square. In Longhunters the work will involving waterlines and meters, too. The cost of the project is estimated at $1,689,000, paid for through a Kentucky Infrastructure Authority loan. A foregiveness clause in the loan of 35% means, Mr. Stone said, that there is essentially a 35% grant. He is hoping for a mid December 2013,bid opening, with construction to get underway in the spring of 2014. Order of succession on signing off approved At General Manager Lenny Stone's succession, the board voted to establish an order for signing necessary documents in the event of the absence of the Chairman, Robert Flowers. The order will be Robert Flowers, the chairman; Tim Baker, Vice Chairman, then any of the other board members, and if no board member is present, the General Manager wwill sign. The vote was unanimous. East 80 tank should be ready for painting in spring General Manager Stone told the board that Caldwell Tank Company of Louisville is now ready to advance its schedule for doing the steel work on the new East 80 Tank. "They want to begin the steel portion next week," he said. "but it will likely be early spring (2014) before the tank will be painted," he said. After painting the tank would be tested and then put into service shortly afterward. RELATED PHOTO Lift station at Spectrum Academy paid for with grant Mr. Stone said that a $343,000 grant, secured through the efforts of County Judge Executive Ann Melton and Fiscal Court through Lake Cumberland Area Development District, will mean that a lift station will be put in at Spectrum Academy on Cane Valley Road and a sewer line will tie in to the CAUD sewer system at the Green River Commerce Park. This project will be done at no cost to the utility, he said. Three finalists for the Sewer Plant Superintend post Mr. Stone told the board that three finalists to succeed Bo Murphy as Sewer Plant Superintendent have been selected. They are Chris Kerns, Joe Chapman, and Steve Breeding. Interviews will be conducted during the coming weeks, he said. "I'll make a recommendation for the job at the December meeting," he said. Board unanimously approves incentive bonus for CAUD employees Chairman Robert Flowers recommended, and the board unanimously approved, a December 40-hour incentive bonus for each of the CAUD employees. Employees were not given a pay raise this year, and, he said, they have done a good job. On a motion by Barry Stotts, seconded by Rudy Higginbotham, the proposal was adopted. The cost to the utility will be $17, 824.40, Chairman Flowers said. General Manager Lenny Stone noted that payroll is on track to be $98,000 under budget for the fiscal year. CAUD offfices will be closed November 28-29, 2014 The CAUD offices will be closed Thursday-Friday, November 28-29, 2013, for Thanksgiving. All members of the CAUD board were present, Chairman Robert Flowers, Vice Chairman Tim Baker, Treasurer Rudy Higginbotham, and members Barry Stotts and David Jones; also present were General Manager Lennon Stone, Office Manager Jennifer Carter, Board Attorney Marshall Loy, Consulting Engineer David Bowles, and media representatives.
