Adair Fiscal CT (Nov. 12, 2013): Good news, roads and bridges County roads get additional $100,000; Powder Creek Bridge completion reported, and more roads given safer speed limits. Click on headline for article with photo(s) By Ed Waggener There was good news in the reports on roads, bridges and maintenance at the Adair Fiscal Court Tuesday, November 12, 2013, regular Fiscal Court meeting. The biggest story was that an additional $100,000 in discretionary money will mean improvements on portions of three roads: 1 mile of Greenbriar Road in District 4 (Perry Reeder), on Powell Creek Road near Glens Fork in District 3 (Sammy Baker), and the Flatwoods Road near Portland in District 5 (Billy Dean Coffey. The acceptance of the money was quickly approved on a motion by Magistrate Baker, with a second by Perry Reeder., was unanimous. Jobe Darnell reports completion of Powder Creek Bridge Adair County Road Superintendent Jobe Darnell reported an overall busy month for the road department, and announced the completion of the 19th - (out of just over 80 county maintain spans) bridges during the nearly 7 year tenure of Adair County Judge Executive Ann Melton. A new bridge was completed in early November over Powder Creek on Clear Springs Road in Daryl Flatt's District 2. Another bridge is approved and funded, over Cabin Creek on Old Montpelier Road, but Superintendent Darnell said that construction on it will likely start in the spring of 2014. Phillip Cowan promoted to full-time The court voted 6-1 to promote Road Department employee Phillip Cowan to full-time, at a salary of $9.50 per hour during a six months probationary period, after which his pay will be $10 per hour. Voting Yes: Harold Burton - 1, Sammy Baker - 3, Perry Reeder - 4, Billy Dean Coffey - 5, Joe Rogers - 6; and Billy Rowe -7. Voting No: Daryl Flatt - 2. Reading of Roads by Justin Bailey More County Roads will have lower, safer speed limits. The court approved second readings for a 20 mph speed limit on Lookout Road in the Antioch/Sparksville area in District 4, a 25 mph speed limit on Brock Burris Road near Gradyville, also in Perry Reeder's District 4, and a 30 mph speed limit on Keltnertown Road in Magistrate Billy Dean Coffey's District 5. New private passageway in District 6 A first reading was approved for establishing a private passage way in Joe Roger's District 6, this one in the Knifley area for "John's Cabin Drive," off R. Beard Road. Judge Melton asked the magistrates to work with Adair County Court Clerk Sheila Blair to correct new magisterial district maps. The county has a deadline of December 1, 2013 to have the maps approved in Frankfort. Some changes in district lines will move some voters in 2014 elections.
