Casey County man on Post 15 Most Wanted list arrested By TFC Billy Gregory, Public Affairs Officer Kentucky State Police Post 15, Columbia, KY COLUMBIA, KY - 48-year-old James H Shell of Liberty, KY, was arrested on Wednesday, October 30, 2013, at 9:15amCT at Post 15. Shell walked away from being on work release while incarcerated at the Marion County Detention Center on March 17, 2010. He was being held there on charges of Flagrant Non-Support.
