CACEDA introduces new EDA consultant

At it's regular September meeting, 8amCT, Tuesday, September 17, 2013, Vice Chairman Dan Antle of the Columbia/Adair County Economic Development Authority introduced Steve Garrett, CEO of Visual Power, Inc. with whom CACEDA has just signed at three month contract; Garrett's mission is to accomplish the following:
  • Define areas of economic strengths and potential
  • Establish and prioritize entities to explore economic sectors
  • Appoint exploratory teams
  • Clarify the mission, strategies and time lines of exploratory teams
Mr. Garrett will be paid $3,000 per month, plus expenses capped at $1,500 a month, to carry out the mission, for a total of $4,500 per month. The contract commits to $13,500 - three months worth of consultation - which, annualized, amounts $54,000 for the services, if continued after three months.

In addition, the contract calls for him to facilitate, stating, " Steve Garrett will act as a representative on behalf of the Columbia-Adair County Economic Development Authority to facilitate any building of alliances with economic related prospects.





Acording to the contract, Steve Garrett will have an independent contractor relationship with CACEDA. (Related story: $18,000 Fellowships awarded to three from Metcalfe Co., KY)

According to information announced by Mr. Jim Hadley, President of CACEDA, the new consultant will answer to the Executive Secretary, Sue Stivers, who, in turn, will report to the Board.

Judy Keltner of the Lake Area Foundation speaks

Judy Keltner, of the Lake Area Foundation, present a video narrated by Alan W. Reed, about the Lake Area Foundation. She was introduced by Dan Antle, who has been very active in the promotion of the Foundation.

Sue Stivers reports on color ad in Economic Development Guide

Sue Stivers reported that the she is working with the graphic artists at Lindsey Wilson College to develop the half page ad CACEDA is purchasing in the new Kentucky economic development guide. Stiver said that the sooner the ad is developed, the better position it will get in the publication.

Board discusses new developments in town

The board also discusses new developments in town, including the Wall Building at the SE corner of Campbellsville and Oak Streets, which is getting a facelift, and there was discussion about something new going into the former Jr. Food Store Building on Campbellsville Street. Mrs. Stivers said that inquiries by the owners had been made about why the building was not renting. She said she asked them how much they were asking, and was told $3,000 per month. She said she told them that they'd better learn what rental rates are here. "I guess they took my advice if it's now rented," she said.

The Board discusses implementation of HB1

The board also discussed implementation of the new reporting rules under HB1, which changes rules for a "Special Purpose Government Entity" (SPGE), which is the new term for special taxing districts. Kay Bowman, the treasurer, said that she has examined the forms and that, while they are complicated, appear to be no more so than what the organization had previously been required to submit.

Present at the meeting were CACEDA members Dan Antle, Doug McCammish, Anthony Janes, and Kay Bowman; (members not present were Jim Hadley, Randy Burns, and Tony Corbin); Executive Secretary Sue Stivers; Adair County Judge Executive Ann Melton; Lake Area Foundation Spokesperson Judy Keltner; and media representatives.

What is going on at the Wall Building



2013-09-17 - Campbellsville Street, Columbia, KY - Photo By Ed Waggener. Following today's CACEDA meeting we followed up on what's going on at the Wall Building. Allen "Buddy" Wall, the owner, said that he's refacing the building. Over the rooftop in the foreground is Harold Wine, of Russell County, KY, who is installing a new facade, Wall said. The old building is now a warehouse. The main Wall Heating & Air Conditioning store and warehouse is around the corner, on Oak Street. The building was originally built by Mr. Kenneth Cundiff. He operated a mortgage company there. Later, Mr. Austin McKinney ran a furniture store, at which time the concrete face just uncovered was exterior cover. For a time, after Wall and Donnie Howell bought the building from Mr. Cundiff, together, they both had businesses in it. Later, Wall bought the interest of Mr. Howell and has owned it ever since. Wall also owns the large gray residence at the NE Corner of Campbellsville and Oak. It was once the home of the Bob White family. Wall would not reveal his plans for that structure, but would only deny that it might be a new Dairy Queen. It won't be that, he said. He did say that the story now circulating around town that a new Dairy Queen might be located on the lot Henry Sandusky built at the corner intersection of the Veterans bypass and Campbellsville Road, may have been inadvertently started when a couple of diners from Casey County overheard someone at Betty's OK Country Cooking say that a Dairy Queen was going in there. Kay Bowman: New SPGE reporting forms still complicated

Kay Bowman,, treasurer of the Columbia/Adair County Economic Development Authority (CACEDA) told the group's membership this morning that new reporting rules for Special Purpose Governmental Entities (SPGEs) are complex, but not so much more so than old ones for Special Taxing Districts were. CACEDA and other SPGE's accountability requirements have changed under Kentucky House Bill 1, recently adopted by the Kentucky General Assembly. First reports under the new rules, registration, is due by December 31, 2013.
