City Administration tax program moving swiftly ahead In last night's City Council meeting
By Ed Waggener The Columbia City Council, in a brief Tuesday night - because of the Labor Day holiday - September 3, 2013 meeting, had a first reading of an ordinance setting the ad valorem tax rate for the City of Columbia setting the rate at $.2625 per $100.00 worth of property for the Year of 2013. Mayor Harris said he will call a special meeting later this month to give a second reading on the tax. The mayor reported that he would recommend the council study hiring of Municipal Revenue Solutions (MRS) of Greensburg, owned by Mayor Lisle Cheatham and Nancy Stearman. Mayor Harris said he recommends that the city get their analysis of revenues and income and and compare that to cities the same size of Columbia. This he said would "help us see how we can improve the budget." Councillor Dean asked if there would be a cost. Mayor Harris said it would cost from $4 to $5,000 but that the company has a record of finding enough in savings to pay that back. Councillor Flowers said that the council should have full details of what their service would provide for that cost. Citizens' Comments Mr. Rademacher delivers thanks for sinkhole filling Citizen Sam Radamaker said that on behalf of Mr. and Mrs. Morris Grubbs, he wanted to thank the city for repairing three sinkholes on their property. He also thanked Councillor Parson for putting the project on the Mayor's to do list and the maintenance crew for getting the work accomplished. Minutes approved On a motion by Charles Grimsley, second by Robert Flowers, minutes were approved by a unanimous vote, 5-0. Zone Change for McQuaide property second reading approved Marshall Loy gave second reading of ordinance number 920.101 Fairground Street property owned by Nelson E. McQuaide, a 15.3 acre plot changed from R-3 Medium Density Residential to C-2 Highway Oriented Commercial. On a motion by Councillor Flowers and seconded by Councillor Grimsley, the second reading was approved with a unanimous vote. Council member comments Councillor Dean reminded everyone of the upcoming Downtown Days and that booths are still available.In other announcements, the gas department reported that within two weeks gas lines would be done all the way to the Cedar Grove area to the chickenhouses in Green County owned by Mr. Junior Brown. He also said he will be coming to the council in the near future asking about expansion in response to recent requests for gas. Police chief Jason Cross said that Eric Townsend and Jeff Coffey, along with Eric's brother, do great job of SWAT team training and that the women's self-defense will be really helpful. Councillors present were Craig Dean, Linda Waggener, Robert Flowers, Charles Grimsley, and June Parson. Mayor Mark Harris presided. Motion was to adjourn was made by Councillor Linda Waggener.
