Click on headline for complete report with photo(s) By Ed Waggener It's never been backburner, but with the school operations streamlined, and the campus' new configuration becoming a reality, Superintendent Alan Reed told the Adair County School Board last, night, the focus is going to be on academics. "We going to make scores jump, he said. That was the big message last night, an attitude of save-before-you-spend firmly instilled, the Adair County School board moved ahead adoping Superintendent Alan W. Reed's and Technology Coordinator Carla Perkin's proposal to target copier lease costs next, for a projected savings of some $18,000 per year, and tabled employee raises until the August meeting, at one of the most upbeat Board sessions yet. At the same time, the board continued an unrelenting effort to make the campus a model of campus aesthetics and safety, and approved a recommendation by Maintenance Director Ricky Bault to put new bleachers, at a cost of $53,286 in the Adair County Middle School Football field. But through it all the meeting was focused on the tense moments as the new school year fast approaches - school starts in just 26 days - as Branscum Construction's Sandra Honaker and Terry Loy outlined the plan for continuously coordinated completions, turnovers, and move-ins at the new Adair County Primary School. Exact times aren't guaranteed, but Mr. Loy did say that teaching can begin on August 14, 2013, as planned. Brown bagging for meals may be necessary the first few days of the new school year, the use of the gym may be delayed, and the media center (for old folks, the "library") but, other than that, it will be a school as normal. Superintendent Reed said that the administration and the technology department plans to reduce the number of copiers, copier leases, copier use, and eliminate the inkjet printers for a projected savings of around $1,500 per month - annualized to around $18,000, or, as the technology director put it, "one-half a year's salary." Steve Burton will be interim Principal at Adair County Elementary (ACES) Superintendent Reed announced that he had appointed Steve Burton as the interim principal at Adair County Elementary School, pending appointment of a permanent principal by the school's Site Based Decision Making Council. The position became open after Principal Robbie Harmon resigned the post to take over as Director of Pupil Personnel (DPP) after Assistant Superintendent Brenda Mann retired as Assistant Superintendent, a position which included the DPP duties. Burton, a rising star, earned a high praise for putting the boys' golf team on the south central Kentucky sports radar as coach of the team. Maintenance Director Ricky Bault wins approval for new ACMS football bleachers Maintenance Director Ricky Bault updated the Board on Progress in the paint up and spruce up efforts across the campus. Two areas getting special emphasis were the Technology Center and the Adair County Middle School Football Field - the former Booster's Field and the original football complex for Adair County High School. Bleachers installed with the advent of Adair County football, in 1971, will be replaced. The new home bleacher will accommodate 570 people, and portable bleachers will be installed on the visitors side. The total cost will be $53,286. Bault told the board that the old bleachers will be salvaged, and reminded them of the legacy bleacher's odyssey. "We got them from Russell County in 1971," he said, "and before that, Russell County had gotten them from UK." The bleachers came from the old Stoll Field on Euclid Avenue in Lexington, after the Wildcats moved to grander digs at Commonwealth Stadium. Columbia High Bell being cleaned by volunteer Superintendent Reed said that the bell from Columbia High School which will be in the entry way at Adair County Primary Center will be cleaned by a Larry Johnson, of the Vo-Ag Department, whose avocation is antiques. Johnson will clean the bell, but leave the patina which enhances its authenticity, and have it ready for installation in the entry circle inside the new school. Mr. Reed said that the extra effort epitomizes the spirit the faculty and staff have as the new year approaches. Board tables raises Board Chairman Floyd Burton (Div 4) and Member Mike Harris (Div 5) recommended a pay adjustment for Superintendent Reed. "It was to do what should have been done in his original contract," Harris said, "but we didn't do it then, and that was a mistake." Harris and the chairman both suggested that Mr. Reed's salary be increased to $115,000 a year, which would have brought him in line with the salary being paid to his predecessor, Superintendent Darrell Treece, whose salary was just over $114,000. Member Quin Lasley (Div 2) said that she thought Mr. Reed deserves much more than he's getting, she would not favor a raise for him unless teachers and the rest of the staff also get raises. Member Joseph Payne (Div 3) said, "I wish we could pay him $200,000 a year. He's doing an excellent job. But what I'm hearing from my constituents is that with money as tight as it is, they don't favor raises yet. But for me," he said, "I'd be for a raise for the superintendent if there's a raise for everybody." Member Greg Willis (Div 5), did not speak to the issued. The board asked the superintendent to see if pay raises could be given to all, and tabled the issue. Still, Mr. Harris pointed out, in an interview this morning, "You know, when you look at the amazing turnaround, it's just not right not to give him a raise. On his initiative, we're saving a minimum of $750,000 annual reconfiguring the schools - maybe as much as $1 million. He does the little things which add up to big savings. Like reducing phone costs by $20,000 a year. And last night, when he announced the change on copier leases that he and Carla Perkins are bringing about, that's another $15,000 a year in savings." "And it looks like his plan to reduce sick leave cost could save us over $300,000 a year," he added. He had requested the raise and an additional year on Mr. Reed's contract. "You know," he said, "I'm happy that nearly everyone in Adair County is singing Alan's praises. It's like a miracle what we've achieved in his first year. But we have to realize that other systems are taking note of the 'Adair County miracle,' and they know that without Alan Reed, it would never have happened. They will be trying to give him more money and we'll lose him. I don't want that to happen." The average salary for a school superintendent in Kentucky is $120,000. Some neighboring districts pay as much as $160,000, and Mr. Reed's home county, Casey, pays $140,000. Superintendent Reed's salary is just over $96,000. For now, the issue of employee raises is tabled, awaiting a report from the Superintendent on what he thinks can be done to give raises to all at a time when there are huge uncertainties in funding. The Consent Agenda approved routinely The board quickly approved the consent agenda, which included several routine items and a few major ones. The minutes, the treasurer's report, and approval of payment of bills were approved in the 13-item consent agenda, which also included approval for Technology Director Carla Perkins to declare outdated technology equipment surplus, several relatively minor change orders, approval of certified evaluation plans, substitute teachers handbook, employee handbook, acknowledgement of personnel action, and approval for the mighty Adair County Band to take two out-of-state trips, one to the Tournament of Bands in North carolina October 11-13, 2013, and one to the Bands of America contest in Indianapolis on November 14-16, 2013.
