Property Tax Clinic offers last chance for delinquent taxpayers AppalRed and County Attorney Jennifer Hutchison-Corbin offer free clinic to help taxpayers obtain payment plan on delinquent property taxes By Stefanie Ebbens Kingsley, Directing Attorney AppalRed Legal Aid (Phone 270-384-4707) AppalReD Legal Aid is working with the Adair County Attorney's office to assist Adair County taxpayers late on paying property taxes for the 2012 calendar year. Taxpayers can come to the clinic, scheduled for 3pm-6pmCT, Wednesday, July 24, 2013 at the Annex Basement, 424 Public Square, Columbia, KY, to discuss entering into a payment plan to pay the late taxes with the County Attorney's office before the taxes are sold to companies or individuals known as third-party purchasers. Once unpaid property taxes are sold, taxpayers are no longer able to work with their local County Attorney's office to make a payment plan and third-party purchasers may add additional fees to the unpaid property taxes. If the taxpayer does not come to an agreement with a third-party purchaser, the third-party purchaser can then file suit against the taxpayer seeking to foreclose on the home. "Not many taxpayers are aware of the increased costs and fees that are associated with the purchase of delinquent taxes by third-party purchasers, who can tack on in excess of $2,000 in fees for bills as small as $150," said Stefanie Ebbens Kingsley, attorney for AppalReD. "It is important to keep the money in our local communities, to pay property taxes to ensure that the money goes to support our county services, and to maintain the residential property values." Property tax clinics sponsored by AppalReD are taking place this year in several counties in Eastern and South-Central Kentucky. The clinics are an extension of a pilot program last year that took place in Casey, Pike, and Pulaski counties, where AppalReD reached more than 2,000 community members with delinquent taxes. The Adair County Property Valuation Administrator will also be at the clinic to answer taxpayer questions about property values and discuss with taxpayers issues such as how some retired and disabled individuals may receive either a partial or full exemption on property taxes based on the value of their property. In addition, AppalReD attorneys will be at the clinics to provide assistance to taxpayers whose taxes have already been sold to third-party purchasers. A representative from AppalReD's Low-Income Taxpayer Clinic will be available to answer other tax questions.
