Adair County School Board meeting report, May 28, 2013

Actions in the Tuesday, May 28, 2013, regular special meeting:

The Adair County School Board, in a regular special May 28, 2013 meeting, declared Col. Wm Casey and John Adair Schools surplus property, and got a estimate of the cost of the buildings demolition and removal, $478,950, all told, plus approximately $100,000 for asbestos abatement for the buildings, but the board heard received some great news in one area of the school's finances which more than offsets the demolition costs.

Despite a year of transformation in the physical look of the campus, Finance Officer Renae Smith told the board that the balance in the district's contingency fund had grown from $768,517 a year ago to an estimated $1,489,955 to start the 2013-2014 fiscal year. The tentative budget was approved unanimously, last night.



Architect Gabe Jones of the Sherman, Carter, Barnhart architect firm, Lexington, KY, said estimates for the demolition and removal of the buildings and paving were $172,725 for Col. Wm. Casey; $169,750 for John Adair, and $101,000 for removal of the parking lots no longer needed.

Ricky Bault, Director of Maintenance for the system, said that the figures are the first estimate he's received for the asbestos abatement, and that other estimates will be received.

The work would be scheduled for fall break, the first week of October 2013, when students are away from campus. Bids for the demolition work are planned to be ready by the first of September 2013.

Gabe Jones said that the entire process should take no more than three weeks.

CWC gym is staging area for the new school

While the board is anxious to close out the old schools to eliminate continued expenditures for utilities, insurance, and security costs to prevent vandalism, and to improve the appearance of the campus, the buildings now house some used equipment which will be used in Adair County Primary Center, with excess being offered, in order of priority, to Adair County Middle School, then Adair County Elementary School, then anybody else.

New furniture and equipment is arriving at the Colonel Wm. Casey gym, the staging area, where furniture and equpment is assembled, prepped for moving into the new school. Superintendent Reed said that efforts are being made to prevent some of the problems learned during the ACES move-in, when supplies were left in boxes and on pallets to be taken into the building by heavy equipment which damage some floor coverings.

Board Declares Trailer Classrooms Surplus

The board also voted unanimously to declare mobile units surplus property surplus and authorized the Superintendent or his designee to advertise for bids beginning in June 2013, with the property to be moved from the campus by June 30, 2013, with a provision that the units be moved by June 30, 2013. If there are no bids to buy the units, the vote authorizes the units can be sold for scrap.

Ricky Bault, Maintenance Director, said that the aim is to cut off all utilities in the trailers by May 30, 2013, to improve the district's cost of energy.

Anything which isn't needed and can be sold for re-use or salvage is being sold, both from the trailers and at the schools. Already, he said, $825.24 has been realized from the sale of junk.

Colonel Wm Casey wins top Energy Savings Award

Colonel Wm. Casey Elementary won the top prize, $1,000 for energy savings achieved in the 2012-2013 school year.

CWC Principal Patty Jones accepted the check for $1,000 awarded to the top school.

The energy savings are as follows:
  1. Col. Wm Casey, $1,000 prize winner - 10.6% savings, kilowatt hours
  2. John Adair Intermediate School, $500 prize winner - 8.3% savings, kilowatt hours
  3. Adair County High School, $250 prize winner - 6.9% savings, kilowatt hours
  4. Adair County Elementary School, - 5.1% savings, kilowatt hours
  5. Adair County Middle School, 0.5 increase, kilowatt hours
Superintendent Reed said that the savings in utility costs far exceeded the prize money. "We'd far rather see the money going back into classrooms, back to help students, than to go to the power company," he said.


Branscum spokesman says finish up of new school tight, but doable


The completion of Adair County Primary Center, the release of the property for occupancy, the transfer of furniture to the new facility, and the demolition of the old is a delicate dance, involving coordination between Branscum Construction and the districts maintenance and teaching staffs, to accomplish a scheduled start of school on August 14, 2013.

Construction Manager Terry Loy told the board last night that it is doable, but that it will take everyone working together to get the job done.

Superintendent Reed insists that the mission must be accomplished, as scheduled, remembering how the delay of the opening of school because the Adair County Elementary School fell behind schedule, necessitating the postponement of school for two weeks, resulting in a disruption to learning which took months to overcome.

"There is no plan B," he's told all involved. "The only acceptable outcome is for the school to be ready, on time, as planned."

Superintendent, Board, taking aim at high cost of sick leave

Superintendent Alan Reed said that the next big reduction in costs will be in the area of sick leave. He said that sick leave costs in the Adair County School District are now over $1,000,000 per year.

That figure should be closer to $500,000 if compared to other school districts cost, when adjusted for the size of the staffs. He said that neighbor district Russell County is experiencing similar problems, and that the two systems will be comparing notes on how to accomplish favorable changes.

The goal for the coming year, he said, is a 30% reduction in sick leave costs, which will result in a $300,000 savings - money badly needed in other areas.

The board approved the action in a unanimous vote. The projected savings has not been incorporated into the 2013-14 tentative budget, but will make a welcome change when accomplished.

Pam Geisselhardt gives report on Gifted & Talented

Pam Geisselhardt, Director of the Gifted and Talented program for the district,gave a report on the activities for the program.

The program serves 208 K-3 students, who represent the top 25% of the students. For the 4th through the 12 grades, 239 students are served.

She enumerated some of the activities the Gifted and Talented are involved in, including Noetic Math, the Acorn program at Vanderbilt, National Young Leaders Conference, field trips to theatre presentations, tour of the Life Sciences program at the University of the Cumberlands, a special Mammoth Cave tour, a tour of the Houchens Museum, to Old Fort Harrod, and other sites of interest.

Transportation Director David Jones gives encore presentation

Transportation Director David Jones gave an encore, updated presentation of Districts Gifted and Talented Mobile Classroom project, presented earlier at a special news conference. This time, vastly improved graphics for the classroom's "wrap" replaced the ones seen earlier at the news conference.

The Mobile Classroom is being fashioned from a salvage 1992 International School bus, pimped out to include the eye catching exterior, and refinished inside to include soft seating for students, heat and air conditioning, and Wi-fi.

The project has gotten statewide attention for the district. Already, requests for appearances off site have been received. And, Superintendent Reed said, several districts have shown interest in emulating the pioneering work of the Adair County School District.

The Mobile Classroom will travel the campus only - except when on exhibit or is being used for an outdoor classroom a locations such as the Giles House - but will not transport students.

Board receives take-home superintendent forms

Board Chairman Floyd Burton (Div 4) gave each of the members, Greg Willis (1), Quin Lasley (2), Joseph Payne (3), and Mike Harris (5), envelopes with an evaluation form on the superintendents performance, and requested they be returned by the June, 2013, meeting.

Supertendent Alan Reed praises graduation process

Superintendent Alan Reed lauded the elements of the Adair County Graduation process, noting that the Senior Breakfast at Lindsey Wilson was an excellent feature and one that he hoped would continue. He said the live cable coverage of the graduation, a first this year, was a welcome addition, and he singled out the work of Yearbook Advisor Chad Parnell for the meticulous work adding bios to the photos seen in the media.

Consent Agenda approved

The board routinely approved the Consent Agenda, deleting one item not complete, for approval of BG-1 Form for demolition of Colonel Wm. Casey Elementary School and John Adair Intermediate School. Important items included in the consent agenda was approval of the school nurse contract for 2013-2014, a change order for the new school, an MOA (Memorandum of Agreement) with KECSAC for the coming school year, approval of BG-1 form for District Architectural services, a waiver of fees for the Outdoor Expo use of Adair County High School, and approval of portrait bids for the coming school year.

Col. Casey wins energy savings contest for 2013

got the first look of a finished wrap for the side of the Adair County Gifted and Talented School Mobile Classroom when it is finished mid-summer 2013, in time to serve as a Wi-Fi equipped classroom for all four Adair County Schools - Adair County Primary Center, Adair County Elementary School, and Adair County High School - when schools reopen in August, 2013.
