Jason Propes leading investigation of Breck Co. murder By MTPR Norman Chaffins, Public Affairs Officer Kentucky State Police, Post 4, Elizabethtown, KY The juvenile involved in the Breckinridge County, KY, shooting has been charged with Manslaughter 1st and not Murder as originally released.
