Reconfiguration means new Adair Co., KY SBDM Councils

Superintendent's Call for Parent-Teacher Involvement on Site-Based Councils

writes to Adair County Faculty Members and Parents of Adair County Students:


In just a few weeks, site-based councils elections will be held for the parent and teacher constituent groups. The makeup of SBDM council is always important, and this year it is even more so due to reconfiguration.



Besides Adair County High School, three schools will remain after reconfiguration. Their makeup will have changed considerably---new staff members, students, and parents who will be served. Reconfiguration is an opportunity for involvement by new council members with new ideas. It is also a perfect time for existing councils and their members to re-charge their batteries. Given that the Race to the Top initiative has become a reality, council members will be called upon more than ever to guide our schools towards excellence.

The new Adair County Primary Center must completely reinvent its school governance (SBDM). Adair County Middle School will now have sixth-grade teachers and parents to consider as they hold teacher and parent elections to their councils. Adair County Elementary School will have lost its K, 1st and 2nd grades and will also require new representation.

Principals from ACPS, ACES, and ACMS will soon be reaching out to its new constituents through flyers, local media, and even direct appeal to parents and teachers who will be coming to their schools. Principals will be working hard to make sure every grade level group and parents are well represented on their new councils.

It is easy for SBDM councils to become stagnant. Reconfiguration is an opportunity for us to change our schools from the inside-out, and set the very "tone" of the school. It is also great timing for councils re-charge their batteries, given that the Race to the Top initiative is becoming a reality.

Teachers and parents are strongly encouraged to run for slots on SBDM councils in their new schools of assignment. Site-based councils are agents for change. They receive intensive training on school law and budget. As elected officials under KRS 160.345, they are charged with helping the principal fill all job openings within the school, helping guide curriculum, approving the school's budget and expenditures, and making crucial decisions on use of school space during the school day. It is the Site-Based Decision Making Council who will choose the school's Principal when there is a vacancy in the position.

I am a strong proponent of the Site-Based Council Process at all of our schools. The 2013-14 school year presents new opportunities for each of the schools in our district to achieve greatness. I encourage each of our principals to put forth extra effort to forge strong, open relationships with their councils, and to encourage the free-flow of information and ideas.

Please know that I appreciate all of the incredible work that all of our teachers and support staff do to make our schools inviting places for our children. Thanks go out to our parents who make the important choice to be more involved in their children's school. I hope we see many new faces on our four school councils next year and expect that the new chemistry will make for more effective school governance and provide more unique learning opportunities for our students.
