Adair Fiscal Court meeting report, Monday, March 18, 2013

The Adair County Fiscal Court is tackling the financial problems at Green River Animal Shelter head-on, with the acceptance of Adair County Judge Executive Ann Melton's plan to to accept animals from Taylor, Green, and Casey Counties.

Under agreements with fiscal courts in the counties, the pacts are non-binding, and may be change at any time with a 30 day notice.


According to Judge Melton, and based on assurances from GRAS Director Sandy Ford, the addition of the dogs and cats will not mean additional payroll at the facility.

Judge Melton said that inmates from the Adair County Class D center will be utilized. "In this situation," she said, "inmates have been excellent to work with animals and with the staff."

Individual agreements were voted and affirmed for each of the counties. Under the plan, Adair County will get up to $44.00 per animal for up to 5 days, or $8.80 a day.

Animal activist Susan Rarey, present at the meeting, expressed some concern that the facility and the staff would be able to handle the influx. She said that GRAS enjoys a reputation as a clean, humane place to bring animals and said she hopes the additions will not alter that situation.

At the meeting, Adair County Animal Warden Jimmy Harmon was hired as acting Director of Green River Animal Shelter at an $11/hour salary. He will serve in the absence of Sandra Ford, who has taken leave to be with her husband, Todd Ford, who was injured in a construction accident in Owensboro recently and is recovering, now in Bowling Green, KY. Judge Melton asked for continued prayers for Mr. Ford's recovery.

She also announced an Open House/Cookout at Green River Animal Shelter, 455 Jim Blair Road, Columbia, KY, from 10am-2pmCT, Monday, March 25, 2013, which she will co-host with Judge Eddie Rogers of Taylor County, Judge Misty Edwards of Green County, and Judge Ronald Wright of Casey County.

Dump clean up bids accepted for Jack McQueary, Little Cake Road dumps

Bids were opened for cleaning up the two remaining large illegal dump sites in the county. Bids were awarded with the stipulation that the state would approve and that the contractors would be able to secure bonds. Because the bids came in a substantial amount below what the state had suggested would be necessary, there was considerable discussion as to whether to move ahead.

However, Brockman Excavating was awarded the contract for the Jack McQueary Dump cleanup, with his low bid of $24,900. Other bids were Darrell Coffey, $45,000; Avan Excavating, $29,875; and Phillip Greer Excavating, $55,000.00.

The contract for the smaller of the two dumps, Little Cake, was given to the second low bidder on a motion by Magistrate Daryl Flatt (2), who favored Phillip Greer Excavating, Knifley, KY over a bid $900 cheaper from Nunn Excavating of Greensburg, KY. Mr. Flatt said he thought it worth the extra $900 to keep the work local. The bids for the Little Cake Road Cleanup were: Darrell Coffey, $12,500; Brockman Excavating, $12,500 (Both bids identical); Nunn Excavating, $6895; and Philllip Greer Excavating, $7,800.

County votes to offer rewards for apprehension and conviction of sign vandals

The Court voted to enact an ordinance offering a $250 reward for the apprehension and conviction for sign vandalism. The vote was 7-0.

Mowing machine purchase table awaiting more information

The Court Tabled the purchase of a new tractor or tractors awaiting figures for 1) The cost of maintaining the Adair County Road Department's two aging machines, and 2) Getting estimates on the cost to repair one or two existing tractors. With mowing season at hand, the magistrates and Judge Melton agreed that a special called meeting would be necessary in order to meet a Memorial Day target for the the first round of mowing. Adair County has over 600 miles of roadways, over 1200 miles to mow. If new tractors are purchased, they will likely be bought on the state contract.

Delivery of the tractors was estimated at 4-6 weeks. The court is considering John Deere mowers from Limestone Equipment, Campbellsville, KY and Hobdy, Dye, and Read of Columbia, KY. In answer to a question from Third District Magistrate Sammy Baker, Judge Melton said that the Road Fund has the money to buy the new equipment, but cautioned the magistrates that the equipment purchase would cut down on money available for current maintenance.

National Guard Presentation put off

A presentation for the National Guard Memorial was delayed because the scheduled speaker was unable to attend.

The County Road Work report was approved

Adair County Judge Executive Ann Melton gave the Road Department Report in the absence of Superintendent Jobe Darnell. Mr. Darnell was unable to attend because of calls for flood incidents due to the downpour on Monday, March 18, 2013. The report was unanimously approved.

Lease agreement for Jail Garden approved

The court unanimously approved a lease agreement between Adair Fiscal Court and the City of Columbia for the lease of property along the Veterans Memorial Bypass which will be used for a garden for the Adair County Regional Jail. The food will be largely used for inmate consumption, but surplus will be given to local food pantries or other charitable entities, Jailer Rick Wilson said. By law, inmate produced food cannot be sold, he said.

Jailer Wilson's report unanimously approved

The court heard and approved Adair County Regional Jailer Rick Wilson's report for February, 2012, which showed net billings for the jail of $57,825.55. Jailer Wilson said that the Restricted Custody Center provided $15,744.00 in labor to the county (figured at $8/hour), helping out at the Adair County Recycling Center - 528 hours; Adair County Road Department - 480 hours; Center on Aging - 320 hours; City of Columbia Maintenance - 320 hours; Columbia Sanitation - 160 hours; and Columbia Recycling - 360 hours. The report was unanimously accepted.

Roof for Search and Rescue Building awarded to Mercy Lane

The Court Continued to wrestle with the need for a new roof on the Adair County Search and Rescue Building, and voted 6-1 to accept a bid from Mercy Lane Construction Company to reroof the roof on the center part of the building, which dates back over 50 years. Magistrates Harold Burton (1), Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5) Joe Rogers (6) and Billy Rowe voted for to award the contract. Magistrate Daryl Flatt (2) voted no.

County treasury has cash on hand of $1,537,56.18 at end of February, 2013
County Treasurer Barry Corbin gave the treasurer's report, reporting a total reconciled balance in all accounts of $1,537,56.18. His report was approved unanimously, as was his requests for prior budget transfer agreements, if needed.

Court unanimously approves extending Marion Jones Road extension

Justin Bailey, Adair 911 Mapping and Addressing Coordinator, presented the reading of the roads. The court approved a First Reading for District 1, to extend Marion jones Road .8 mile.

Routine matters routinely accepted

The magistrates routinely approved bills and additions, the signing of the 2014 County Road Aid Fund Contract and Resolution, and other routine matters.

When A.L. Sinclair speaks, the court listens

Sinclair addressed the Monday, March 18 2013 Special Regular Meeting of the Adair Fiscal Court last night, he had the full attention of Fourth District Magistrate Perry Reeder, left, and Third District Magistrate Sammy Baker. Mr. Sinclair said that even though the Spring Roadside Clean Up is running about two weeks behind because of the weather, he's got a good crew lined up this season and hopes to make a dramatic change in the looks of Adair County roadways. After the meeting, Mr. Sinclair said that it's been hard to understand why, after years of progress, the trash buildup over the winter has been what looks like the worst ever. The goal now is to be ready for the summer tourist season.
