Columbia City Council report, March 4, 2013 regular meetin

In last night's March 4, 2013 City Council meeting:
  • Bonding company will hire replacement for Southern Backhoe to complete water line upgrades
  • Mayor gives heads up: Garbage rates may change
  • Columbia gets a new street (name): Majestic Way
  • New signage, safety efforts coming
  • Appointment to Ethics Board, shuffling membership on Parks & Rec approved
  • Unused posts to be removed from Downtown

At last night's City Council meeting, it was announced that the stalled water line rehabilitation work in Columbia, under contract to Southern Backhoe of Campbellsville, KY, will back on track with the company's bonding company taking charge. The bonding company, working with the Columbia/Adair County Utilities District (CAUD) will hire a replacement to continue the work.



Upgrading the Columbia water and sewer line were a major negotiating point when the merged water district was created, in ceding City of Columbia assets to CAUD. That merger, while working well in the honeymoon months, is getting hard second looks, second guessing as the resolve of current CAUD board members to fulfill those pre-nupt promises may to be waning.

Garbage rates may be going up

Mayor Harris gave a heads up that there may be an increase in garbage rates. He announced that a review is underway and recommendations will be forthcoming in the future.

Council OK's Mayor's recommendation to lease, not sell, bypass property

Mayor Harris recommended a lease agreement be made between the city and county regarding property located on Jim Blair Road which had been discussed earlier for possible sale. Mayor Harris said that since the property was a gift to the city, he felt it should not be sold, but rather be leased. There is a need by the county for extra space.

Councillor Dr. Ron Rogers moved that an earlier decision to advertise the property for sale, seconded by Councilman Dean and the vote was unanimous. Councilman Rogers then moved Mayor Harris be authorized to lease the property to the County for the purpose of growing a garden for inmates for a period of two years with a second by Councillor Robert Flowers. All council members voted yes except for Councillor Charles Grimsley, who abstained due to being on the Parks board.

City approves new street name: Majestic Way

Justin Bailey, Adair County 911 Mapping and Addressing coordinator, requested an address change for the Majestic Yachts street address. He said this has been an issue since the bypass cut off Westwood Drive. He asked for consideration that the drive off of Bridgeport be named "Majestic Way." Councilman Rogers moved to make the address change as requested. Charles Grimsley seconded the motion and the vote was unanimous.

Improvements on way in signage, safety

Mayor Mark D. Harris announced a $3,000 grant from the Kentucky League of Cities which will be used for better signage and to alleviate safety problems.

The council was also informed that the unused concrete posts around the Public Square in Downtown Columbia will be removed.


Appointments

Lisa Lasley appointed to Ethics Board
Mayor Harris recommended the appointment of Lisa Lasley to the Ethics Board, term to expire December 5, 2016, replacing Debbie Jessie who no longer lives in the city limits. Councillor Craig Dean made the motion to appoint and Councillor Linda Waggener seconded the motion. The vote was unanimous in favor of Ms. Lasley's appointment.

Charles Grimsley will be Council representative on Parks & Rec
Mayor Harris recommended the appointment of Councillor Charles Grimsley as Council Representative to the Parks and Recreation Board, replacing Anthony Grider for a term to expire January 1, 2015. Councilman Rogers made the motion to appoint, seconded by Councillor Parson. Five councillors voted yes with Grimsley abstaining.

Anthony Grider will remain on Parks & Rec Board
Mayor Harris recommended the appointment of Anthony Grider to replace Charles Grimsley on the Parks and Recreation Board for a term which expires February 7, 2015. Councillor Waggener made the motion to appoint, seconded by Councillor Robert Flowers. The vote was unanimous.

Meeting brief; over in less than one-half hour

The Council of Columbia, KY meeting in City Hall, 116 Campbellsville Street, Columbia, KY was over in less than one-half hour, with mayor, city clerk and all six council members present and completed business in under half an hour. Present were Mayor Mark D. Harris and Councillors Craig Dean, Linda Waggener, Robert Flowers, June Parson, Dr. Ronald P. Rogers, and Charles Grimsley, as well as media representatives and a good crowd in the audience. The motion to adjourn was made by Councillor Charles Grimsley.
