Thanks, Steve: Yes. You're right, There's is something terribly wrong with the picture. The picture was painted a long time ago. The situation created by decades of hiding and ignoring problems, refusing to put water and sewer on a paying basis. It was cowardly, irresponsible, and politically inspired, pandering to the lowest common denominators. Past non-leaders built up mountains of costly problems for children and grandchildren to pay for - that's what we are confronting today. For the moment, all that is being turned around. The utilities are confronting problems, and there will be a cost, for the moment, for a brighter future ahead. - EW
