Is Campbellsville, KY traffic rule same similarly, statewide

Comments re article 57101 Observed three incidents of bad driving coming to town today Jon Halsey writes:
Regarding the left turn against the light comment, Several months ago a Central Kentucky News Journal reader asked about turning left against the red turn arrow if the lanes continuing straight had the green light and no one was coming from the opposite direction. The specific location was the "Big Intersection" of 55, 68, 70 and 210 in Campbellsville, KY The question was answered by the Police Chief who said that it was legal to turn from the left lane against the red arrow as long as the light was green for the ongoing lanes and there was no traffic from the opposite direction.

I wonder if this is just a local ordinance or if it applies on all KY State routes as these are.
