Adair Fiscal Court Report, Tues. March 13, 2012 meeting Meeting relatively short; agreement on all issues; all 'yes' votes except one abstention
Click on headline for complete story with photo(s) By Ed Waggener The big annual Saturday Spring Clean-up won't happen this year, Judge Ann Melton announced at the Tuesday, March 13, 2012 Adair Fiscal Court. Funding cuts from Pride necessitated the change, she said. But the county does have funds available for free tipping, which, she said, actually does the most good. The news comes in the face of a trend toward greater littering, again, she said. "The trend had been toward less littering, but now it's headed the other way, it seems." Road crews under the supervision of County Solid Waste Coordinator A.L. Sinclair continue to pick up trash, and they are reporting heavier than usual littering. Judge Melton appealed to citizens to do more. The announcement came at the end of one of the briefer, sessions, with all "yes" votes with one abstention. All court members were present. Judge Melton announced the dates for Free Tipping at the Adair County Transfer Station, 877 L. Willis Road, on Friday, April 13, 2012 from 8am-4pmCT, and on Saturday, April 14, 2012, from 8am-12pmCT. (Reminders in CM Events). Judge Melton signed a proclamation declaring April 2012, as Spring Pride Cleanup in Adair County. Adair County Solid Waste Coordinator A. L. Sinclair was not present for the meeting. Mack trucks not delivered by Worldwide Equipment yet County Roads Superintendent Jobe Darnell gave the Roads Report, and said that the two 2012 Mack Dump trucks the county has purchased had not been delivered as promised, but said that he did have another promise that they would arrive Friday. He said that the Road Department still does not have its Athey Loader repaired. (See 2007 CM story w/Photos on loader when purchased for $49,000 in 2007 ACRD crews at work today in District 1, 3, 4, and 5.) The equipment is needed to prevent further damage, particularly to blacktopped roads, to prevent water from pooling on surfaces and seeping underneath the paved surface, resulting in large sheets of paving floating away. Mr. Darnell said that efforts continue to get the machine repaired. Even without it, he said, the department had been very busy with putting in tiles, replacing signs, mowing and clearing rights of way, and maintaining equipment.His report was approved 7-0, on a motion by Billy Dean Coffey (District 5), seconded by Billy Rowe (7), with Magistrates Harold Burton (1), Daryl Flatt (2), Sammy Baker (3), Perry Reeder (4), and Billy Rowe (7), affirming. Jail Revenues down approximately $15,000 Adair County Regional Jailer Rick Wilson reported revenues were down for the month of February 2012, due largely to a one time approximately $15,000 reimbursement for medical services last month. He reported net collections to be billed of $46,297.21. Adair County's cost for inmates was $29,804.34. (Report, February, 2012) He reported $22,288.00 in inmate labor value, which was furnished to Adair County Recycling, Adair County Road Department, Breeding Fire Department, Center on Aging, City of Columbia, Green River Animal Shelter, Adair County Pride for pickup, Adair Search & Rescue, and Adair County Food Pantry. First Reading approved for Jail Policy and Procedures The court unanimously approved amendments to the Adair County Regional Jail's Policies and Procedures report, as presented by Jailer Wilson Treasurer's Report approved; budget transfer pre-approved County Treasurer Barry Corbin reported reconciled balances in all county funds of $1,398,103.30. The report was unanimously approved. Mr. Corbin requested pre-approval for budget transfers, if needed from General Fund: 1) Of $10,000 to Green River Animal Shelter, 2) $50,000 to the Jail Fund, 3) $15,000 to the 911 Fund, and 4) $300.00 to Forest Fire Fund. Approval was given, unanimously. (Related: GRAS report delivered to Fiscal Court for March 13, 2012) In a related matter, the Court approved Judge Melton's recommendation, as recommended by the county's insurance carrier, to accept a higher bid for storm damage to the Green River Animal Shelter, for approximately $19,000, from Nixon Contracting. The county will pay the bill, then receive re-imbursement from the insurance company, she said. Bill payment approval given, including NCIC training The magistrates gave unanimous consent to pay the bills, including expenses for NCIC training, which, Judge Melton said, the City of Columbia has agreed to pay. Adair Emergency Disaster Manager Greg Thomas told the court that his understanding was that the county would pay county individuals for the training and that the City would reimburse in one check. First reading of Nuisance Ordinance Approved All magistrates present voted approval of the first reading of a County Nuisance Ordinance, after Sheriff Moss said he had no problem with it, as written, and it was reported that the EPA and the Health Department local officials saw no problems with it.The vote was 7-0. Approval of Roads Ordinance coordinated with subdivision ordinance In separate actions, the Court approved, unanimously, the First Reading for Inclusions and or Extensions in the Adair County Road System and also approved changes to the County's Subdivision Ordinance to bring it into conformity. The votes were 7-0. Court approves two new Columbia/Adair County Utilities District Board Members The court approved the appointment of TIm Baker to a 4 year term on the Columbia/Adair County Water District, to replace Larry Legg, who resigned. The vote was 6-0, with Mr. Baker's father, Sammy Baker, abstaining from the vote. The court also approved the appointment of David Jones to fill the seat being vacated by Rabon "Toon" Burton. Judge Melton praised both outgoing trustees for their service. Rural Secondary Roads approved The Court unanimously approved the recommendations of the Rural Secondary Program, presented by Jeff Dick of the Kentucky Department of Highways, Somerset, KY. The plan calls for a total allocation of $1,550,510, with $731,662 in routine maintenance, $283,354 in Flex Funds, and $535, 494 for improvements. Recommended improvements were on KY 768, Keltnertown Road, 3.910 miles of asphalt resurfacing; on KY 3265, Melson Ridge Road, 1.489 miles of asphalt resurfacing; and Powell Road, KY 2968, 1.344 Miles of asphalt resurfacing. The total resurfacing is 6.742 miles, Mr. Dick said, and noted that asphalt surfacing now costs around $89,000 per mile, A cost he said is largely based on the price of crude oil. Flex funds use will be determined by the seven magistrates. Judge Melton thanked county for support for West Liberty relief drive Judge Melton thanked the county for the radiothon which raised approximately $4,500 in one hour and subsequently has received approximately $1,000 more. She said that she and Greg Thomas, Emergency Disaster Manager, and possibly City of Columbia Mayor Mark D. Harris would deliver the funds to West Liberty, KY. Adam Howard promoted at Parks and Rec Judge Melton recommended and the court approved the promotion of Adam Howard, at $10 hour to Director of Maintenance and the hiring of Charlie Crawhorn to be Assistant Director of Maintenance at the facility, at $8.00 per hour. Court approves survey contract for Senior Citizens Center The court awarded low bidder C & C Land Surveying of Burkesville, KY, the contract to survey the building in Jim Blair Park, 801 Hudson Street, Columbia, KY at $1,800. The survey is needed for a Community Development Block Grant application for renovation of the section of the building which will be used for a Senior Citizens Center. The court subsequently gave unanimous approval to the CJE to sign necessary documents for the contract. Routine Matters approved routinely The county approved minutes for its February 13 meeting unanimously. Although Court Orders were listed, there were no court orders to be approved. Justin Bailey presents reading of roads Justin Bailey, Adair 911 Mapping and Addressing Coordinator, presented the reading of roads. The Court approved a second reading to name Toto Lane, a private passageway off Allen Schoolhouse Road in District One. Hearing dates for names for five sections of roads changed by the building of KY 61 South from just south of L. Willis Road to Sparksville were set and approved.: Session very lightly attended The session was very lightly attended.
