Council meeting, March 5, 2012: Columbia to annex S. KY 61 land

Council approves annexation of 14.43 acres on KY 61 South crossing Louie B. Nunn/Cumberland Parkway, zoned C-2; neighbors voice concern over possible truck stop being built at the old Frank Dohoney Farm now owned by Lynn & Jean McLean. Mayor announces joint Columbia/Adair West Liberty, Morgan County, KY tornado relief drive.

The City of Columbia approved the annexation of two tracts of land totaling 14.43 acres south of Holladay Place, with initial zoning of C-2 Highway Oriented Commercial, as recommended by the Columbia City Planning & Zoning Commission, Joseph Flowers, Chairman and by Mayor Mark D. Harris, who presided at the March 5, 2012 regular meeting.




The unanimous vote, with all Council Members present, came on a motion by Robert Flowers, with a second by Craig Dean, who were joined with affirmative votes by Linda Waggener, Tony Grider, Jim Hadley and June Parson.

Subsequently, the next step in the process was a first reading of an ordinance introduced by Councillor Craig Dean and read by City Attorney Marshall Loy, of Ordinance No. 920.99, an Ordinance amending the Columbia Zoning Regulations and Columbia official zoning districts map. No vote is taken on the first reading of City Ordinances.

The action came before the council heard from neighbors Vicky Pike and Kenneth Bennett, who voiced concern that a truck stop might be built on one parcel included in the annexation, the Lynn and Jean McLean Farm.

Citizens Comments segment

Vicky Pike spoke as the meeting came to a close, and noted that she, her husband Gary Pike, and mother Gertrude B. Browning were not opposed to development in their neighborhood, and lauded the arrival of Columbia Super Walmart, saying they had been good neighbors and had kept the property clean and well maintained. But, she said she didn't think it appropriate for a truck stop to be built in the middle of an otherwise mostly residential area. Already, she said, trucks park along the parkway exit and entrance ramps at all hours of the night.

She was joined by Kenneth Bennett, who wrote in his letter that his own son is an over the road semi driver, said that he supports truckers but agreed with Mrs. Browning and the Pikes that a truck stop should not be built at the newly annexed property.

City hasn't heard results from Street Sweeper Bid

Mayor Harris told the council that the city's bid on a bank sale street sweeper was submitted, but that the bank has not yet announced the winner of the bid.

City nuisance ordinance

Mayor Harris said that he expects to have a special called meeting soon on a new city nuisance ordinance.

City/County holding drive to aid Morgan County tornado victims

Mayor Harris said that Rhonda Loy of the City of Columbia and Greg Thomas, Emergency Disaster Manager for Adair County, are coordinating a drive to send relief to victims of the tornadoes in West Liberty and Morgan County, KY. In the Councillor segment, Linda Waggener asked that prayers be raised for the tornado victim's emotional health in facing the tragedy. Councillor Tony Grider said he'd like to echo that thoughts, and Jim Hadley called on all to send up prayers for the tornado victims in addition to food.

Councillor Robert Flowers reported on gasline replacement in the Tutt Street and Bomar Heights area.

Councillor Craig Dean commented on the storm in Columbia, and said that he received only a couple of calls.

Councillor June Parson commended the Mayor for announcing the possible call of a special meeting to handle the nuisance ordinance. She said there is much concern about the proposed ordinance, that more information is needed.

Tony Grider will replace Craig Dean on Parks & Rec Board

The Council approved Mayor Mark D. Harris' recommendation of Councillor Tony Grider to replace Craig Dean as the Council representative on the Columbia/Adair Parks and Recreation Board.

Dean said he was resigning that extra post because the Parks and Recreation Board needs someone who can give the position more time than he can. Dean is also Mayor Pro Tem. Grider was approved, 6-0, on a motion by Councillor Linda Waggener, with a second by Councillor Dean.

Second reading given to Ordinance No 100.24

Ordinance No. 100.24 was given a second reading by City Attorney Marshall Loy. The ordinance is "An Ordinance enacting & adopting a supplement to the Code of Ordinances of the City of Columbia, KY." On a motion by Councillor Hadley, seconded by Councillor Dean, the ordinance was approved 6-0.

Minutes read, approved, for two meetings

Minutes for the February 6, 2012, regular meeting of City Council were approved on a motion by Councillor Jim Hadley, seconded by Craig Dean, with a unanimous vote.

Minutes for the February 21, 2012, special called meeting were approved on a motion by Councillor Robert Flowers, seconded by June Parson, with a unanimous vote.

The meeting was adjourned on a motion by Councillor Robert Flowers, who continued his tradition of adjourning the meetings in honor of Joe Moore.
