Columbia City Council Meeting Feb. 6, 2012 report

Mayor Mark D. Harris presides. All Councillors present. Meeting handles zoning issues, RDA police cruisers grant, rezoning in Office Park, and reappointments and appointment to the Columbia/Adair County Economic Development Board

A short 10 item agenda for the Monday, February 6, 2012 meeting of the Columbia City Council was handled in a fast-paced 15 minute session with approval of a grant from the Rural Development Authority in the amount of $38,522.00 toward three replacement cruisers for the Columbia Police Department, a change in zoning status for property in Office Park, a 1st reading for updating a supplement to the Code of Ordinances for the City of Columbia, and two reappointments to the Columbia/Adair County Economic Development Authority, and one new appointment to that board.



Unanimous approval of update to Code of Ordinances

The update to the Supplement of ordinances was introduced by Councillor Craig Dean and was given a first reading by City Attorney Marshall Loy. On a motion by Councillor June Parson, seconded by Robert Flowers, the Council voted unanimously to approve, with Councillors Linda Waggener, Craig Dean, Tony Grider, and Jim Hadley joining in the affirmative.

Unanimous approval to change zoning for lots in Office Park

The Council acted on the recommendation of the Columbia City Planning and Zoning Commission recommendation a zone change for property in Office Park owned by Michael Stephens from R-2, low-moderate density residential to C-2 Neighborhood Highway Oriented Commercial for six lots. The vote was uninamous on a motion by Councillor Linda Waggener, with a second by Councillor Jim Hadley.

Minutes of January 3, 2012 regular minutes uninanimously approved

The minutes of the January 3, 2012 regular meeting was unanimously approved on a motion by Councillor Jim Hadley, with a second by Councillor Tony Grider

Columbia/Adair County Industrial Authority re-appointments, appointment

The Council approved the reappointments of Kay Bowman and Doug McCammish to the Columbia/Adair County Industrial Development Authority and the appointment of Randy Burns to replace Roger Drake on the panel. Votes on each appointment were taken separately, and all receivied unanimous approval.

RDA Grant paperwork approved

Several actions were taken related to a $38,522 grant for the purchase of three new police cruisers for the Columbia Police Department, including an Equal Opportunity Agreement, Assurance Agreement, Certification Regarding Debarment, Certification for Contracts, Grants and Loans, and Certification regarding Drug Free Workplace requirements. All the compliance actions were uninanimously approved.

Mayor Harris notes opening of Stairway to the Square

Mayor Mark Harris noted the completion of the Stairway to the historically named Well Walk which connects Adams Alley to the Public Square and invited the Council to visit the scene and see how the area has been improved.He reported that progress is being made on the nuisance ordinance.

Mayor Harris reminded the council that the City is preparing for compliance with new regulations requiring retro-reflective signage in the near future and said that he is working closely with the Lake Cumberland Area Development District to see that Columbia meets deadlines for the changeover.

He reported on Billy Joe Fudge's advocacy of measures to make Downtown Columbia safer for pedestrians and motorists and is working with State Highway Officials to help implement improvements.

Council comments
Councillor Linda Waggener Thanked the mayor for his leadership in getting the Well Walk and steps completed. She suggested that a University of Kentucky plan for Downtown be dusted off and reconsidered for ideas for making Downtown Columbia more attactive.

Councillor Robert Flowers said he looked forward seeing proposals in a feasibility study mentioned by Mayor Harris.

Councillor Tony Grider said he was proud of the completion of the downtown sidewalks and other city projects.

Councillors Craig Dean, Jim Hadley, and June Parson all said they had no special additional comments in the Councillor's Comment segment of the meeting.
No one appeared in the Citizens Comments segment fo the Meeting. Adjournment came at 6:15pmCT, on a motion by Robert Flowers, continuing the tradition of Joe Moore.

All Councillors were present at the meeting, with Mayor Mark D. Harris presiding and City Clerk Sonya Roy and City Attorney Marshall Loy present as well.
