Columbia's Crackerjack City Council of 1902 But either it or the News not up to standards of today's City Council or today's CM: No mention made of either Joe Moore or Robert Flowers adjourning the Council, JIM notes -CM By JIM Columbia's Town Board made hay in 1902, sunshine or not. The News of January 14, 1903 unequivocally stated that the Council "has accomplished more and done it on much less money than any similar body of men that has ever had the affairs of this town in charge." For 1902, the City had a operating budget of $1,482.02. Of that, the Council spent less than 60% ($852.37, for the bookkeepers and bankers in the audience) and what the citizens of Columbia got for their collective nickel made an impressive list: High Street graded, stoned and graveled from Main Street to the west corner of town. Guardian Street regraded, "securing an excellent grade," and graveled from Poverty Alley to the city limits on the northwest side of town. Fortune Street graded and regraveled from Market Street to the town limits. Half of Pleasant Street regraded and graveled. The "first alley "from the Square on the west side graded and graveled. Frazier Avenue regraded, a bridge rebuilt, and the entire street graveled. Main and Market Streets improved and "Pinkney Alley took a neater appearance." A number of bridges and culverts rebuilt and repaired. Town rubbish "removed promptly," weeds mowed, streets cleaned "and the town kept in good appearance." And "many other things that cost money and essential to the well being of the town." For 1903, the County Judge appointed the same men to the Council, including L.B. Hurt (who served as Mayor), George Robertson,. R.F. Paull and H.N. Miller. Opined the News, "We are satisfied that no person who has the good of this town at heart can fail to give the Board an unqualified endorsement," and the article concluded with words of praise and encouragement: "Gentlemen of the Board, keep the ball rolling!"
