City Council meeting report, June 5, 2011 In last night's City Council meeting
By Ed Waggener The Columbia City Council unanimously approved a resolution authorizing Mayor Mark D. Harris to file an application for a Community Development Block Grant to construct a wall to channel water away from the Columbia/Adair County Utilities District (CAUD) wastewater plant on Russell Creek. The wall should prevent the recurrence of the May 2, 2010 flooding which heavily damaged the huge waste water facility, according to Robert Flowers, city councillor and also a member of the CAUD Board of Directors. The total cost of the project, will be in the $250-275 thousand range, Flowers said.The vote was 5-0 to approve, on a motion by Councillor Craig Dean, with a second by Councillor June Parsons, with Councillors Linda Waggener, Robert Flowers, and Jim Hadley joining on the voice vote. Councillor Tony Grider was unable to attend because of a work obligation. City approves P & Z hiring of consulting firm The Council approved, 5-0, a letter of request from the Columbia Planning & Zoning Commission to recommend the hiring of Strand Engineering of Bowling Green, KY, as consultants to the P & Z Commission for future development projects in the City of Columbia. The vote was 5-0 on a motion by Jim Hadley seconded by Robert Flowers.The resolution allows for other departments in the city to use the consulting firm in appropriate situations. Mayor Harris announces City Sidewalk Bid openings Mayor Harris announced that bids for the long talked about and long awaited reconstruction work on the historically named "Well Walk" sidewalk, off the 300 Quadrant of the Public Square, on which Best Buys Clothes & More, Farmland Publications, and Dr. Janella Brown's dental office are located, will be opened at 10amCT, Tuesday, July 12, 2011. The broad sidewalk will be reinforced and the stairway onto Adams Alley will be given a major renovation to improve its attractiveness and safety. In a related sidewalks matter, the Mayor announced that the new Bridge over Town Creek on Campbellsville ST will be ready to reopen shortly. A big improvement will be that the reopened pedestrian bridge will be wheelchair accessible, he said. The walk is now a gently sloping ramp; the old sidewalk had a step. July 21 talks will bring utilities merger closer to reality The Mayor said that he and City Clerk Sonya Roy will meet with Hodgenville Attorney Damon Talley on July 21, 2011, to go over the windup for the merger of the Columbia Water and Sewer services with the Adair County Water District. Officials are hoping the completion of the merger will come by September 30, 2011. Joseph Flowers reappointed to Board of Adjustment, Planning and Zoning Mayor Harris recommended and the board approved, the reappointment of Joseph Flowers to the Planning and Board of Adjustment to a term expiring May 2015. The vote came on a motion by Craig Dean, seconded by Jim Hadley, with Councillors Linda Waggener and June Parsons joining in on the 4-0 voice vote. Councillor Robert Flowers, Joseph Flowers brother, abstained. Joseph Flowers is also chair of the Planning & Zoning Board. Mike Curry reappointed to PVA apeals board Mayor Harris recommended and the Council unanimously approved the reappointment of Mike Curry to a three year term on the PVA Appeals Board, to a term expiring June 2014. The 5-0 voice vote came on a motion by June Parson, with a second by Robert Flowers, and Craig Dean, Linda Waggener, and Jim Hadley affirming. Five Renaissance Columbia Board members re-appointed Five members of the Renaissance Columbia Board were recommended Mayor Harris for reappointment to terms ending June, 2014, and, in separate actions, the following were approved:
Business owner Sue Rowe appeared before the Council to ask that the redbud tree in the southeast corner of the Square be removed because its leaves block the sign at Best Buys Clothes and More. Mayor Harris said he would look into the matter. Roy Rademacher, a member of the Planning & Zoning Commission, commended the city for the new flag display installed for the Fourth of July, and suggested that in the future, the display might be expanded to include flags on both sides of the road. Two hundred new flags, at a cost of approximately $2,800 were purchased this year by the city. (A few businesses have offered to join the city in the purchase of additional flags, according to Ralph Waggener, editor and publisher of "It's Just for a Smile News," the influential Adair County print media.) Mayor Harris asks prayers for Fireman and State Fire Marshal Charles Sparks Mayor Harris asked the council to keep Columbia/Adair County Fireman and State Fire Marshal Charles Sparks in their prayers. Sparks suffered a heart attack while fighting a fire at the home of Brandi Waggener on July 1, 2011. "It's a sad time," he said. "He is a really good guy." Mayor Harris reports on drop in Insurance Premium income Mayor Harris said that the City Administration has secured the help of U.S. Rep. Ed Whitfield's office to help find out if insurance companies required to collect City of Columbia insurance premium taxes and turn the collections over to the City are doing so. He said that some of the information he is receiving from State Insurance Department officials is that the fall in collections was due mainly to the recent downturn in the economy, and that there could be a pick up as the economy continues to improve. Councillor June Parson, who has spearheaded the council inquiry, thanked the Mayor for the report in her remarks in the Council Comments segment In other Council Comments In the Council Comments segment, Linda Waggener asked for an update on Energy Meetings with Heather Spoon, and was told by City Clerk Sonya Roy that Spoon, the Director of the Lindsey Wilson Energy Technology Career Academy, would be setting up meetings with individual Councillors. Meeting adjourned at 6:21pmCT After 21 minutes of deliberations, Councillor Robert Flowers said, "In honor of Joe Moore, I move we adjourn." And so they did. Attendance fair The mid summer meeting was attended by a fair number. Mayor Mark D. Harris presided. Councillors Craig Dean, Linda Waggener, Robert Flowers, Jim Hadley, and June Parson were present; Councillor Tony Grider had called Mayor Harris to tell him that he would be unable to attend because of a critical work assignment. Also present were City Clerk Sonya Roy, City Attorney Marshall Loy, City Police Officer Tracy McCloud, City Gas Superintendent Ron Cook, City P & Z Board member Roy Rademacher, Citizen Sue Rowe, and representatives of the media.
