Columbia City Council Special Meeting, June 27, 2011

Employees get 2% pay increase in 2011-2012 Budget adopted at meeting; slight imbalance in revenues vs. expenditures will be made up by General Fund balance carry forward decrease. Indication given that reason for insurance premium decline is that some firms are moving assets to other towns where insurance premiums are lower than Columbia, KY. Mayor Harris has requested Rep. Whitfield's office help the city determine if all insurance companies are collecting the tax

The Columbia City Council met in a brief session last night with only one item on the agenda, an ordinance adopting the City Of Columbia Annual Budget for the Fiscal Year July 1, 2011 through June 30, 2012.

Mayor Mark D. Harris presented the budget with three choices in raises for the City Employees, with no raise, with a 2% raise, and with a 3% raise.

On a motion by City Councillor Robert Flowers, with a second by Anthony Grider, the Council voted unanimously to go with the middle figure, for a 2% pay increase. The unanimous vote came with Councillors Craig Dean, Linda Waggener, Jim Hadley, and June Parsons voting to approve on the voice vote.City Sanitation Department Superintendent Kenneth Dulin spoke to the Council asking for the higher, 3% increase. In his request, he did thank the city for maintaining good equipment for his department.



The Budget adopted estimates these expenditures:
  • General Fund - $1,616,150.00
  • Garbage Fund - $481,00.00
  • Municipal Aid Fund - $78,000.00
  • LGEA Fund, $16,000
  • Columbia Utilities Commission - $1,323,500.00
Overall, anticipated expenditures exceed anticipated revenues, and will be balanced with a reduction in fund balances carried forward in the General Fund, which is anticipated to decline from $1,358,230.28 to $1,225,072.17, with the Municipal Aid and LGEA funds staying at zero. Both the Garbage Fund and the Columbia Utilities Fund Balances Carried Forward are anticipated to increase. The Garbage Fund carryover is anticipated to increase from $173,224.00 to $178.883.36, while the Utilities Fund carrryover is projected to increase from $1,667,516.00 to $1,700,444.03.

Brief discussion on declining insurance premium collections

The council had a brief discussion about the irony of a larger, more populous city with a falling insurance premium tax income. Councillor June Parsons asked about ongoing assessment of the problem. Mayor Mark Harris told the council that Rep. Ed Whitfield's office has been asked to help the city determine if all insurance companies are collecting the tax, as required by law.

Councillor Robert Flowers told the council that he had learned that some large firms have moved - quite legally - registration of large numbers of vehicles to reduce tax costs. In one case, a fleet of semis, had been registered in Danville, where the tax is only about 40% of Columbia's and that this may have been a pattern.

The meeting was adjourned at 6:20pmCT, with a motion by Jim Hadley, who said, "On behalf of my good friend Robert Flowers and his good friend Joe Moore, I move we adjourn."

Neither a second nor a vote is required for adjournments at City Council Meetings.

The next Council Meeting will be at 6pmCT, Tuesday, July 5, 2011, The meeting is one day later than the council regular meets because the July 4, 2011 holiday falls on Monday this year.
