Portrait of Walter Baker to be presented to KY Supreme Court He was a native of Columbia, KY, and attended Columbia Presbyterian Church, became an Eagle Scout here, and attended Columbia Graded & High School before graduating as the valedictorian of the first graduating class of Adair County High School in 1954 By Susan Stokely Clary News from the Commonwealth News Center FRANKFORT, KY - The portrait of Honorable Walter A. Baker will be presented to the Supreme Court of Kentucky at a dedication ceremony at 2pmCT on Wednesday, March 16, 2011. Judge Phil Patton, Chair of the Resolution Committee composed of lawyers who had worked with Baker, will make the presentation to the Court. The portrait will hang in the corridors of the second floor of the Capitol Building. Justice Walter A. Baker was born in 1937 in Columbia, Kentucky. He received an A.B., Magna Cum Laude, from Harvard College in 1958, a J.D. from Harvard Law School in 1961 and an Honorary Doctor of Humane Letters from Pikeville College in 2006. The Justice served in the U.S. Air Force Reserve, Kentucky Air National Guard, rising to the rank of Lieutenant Colonel and served as Judge Advocate for the Kentucky Air National Guard from 1961 to 1981. President Ronald Reagan appointed Honorable Walter A. Baker Assistant General Counsel for International Affairs in the U.S. Department of Defense, a position he held from 1981-1983. Justice Baker served three years in the Kentucky House of Representatives, 23rd House District, 1968-1971 and sixteen years in the Kentucky State Senate, 9th Senatorial District, 1972-1981 and 1989-1996. He was appointed on April 15, 1996 by Governor Paul E. Patton to serve as Justice for the Second Supreme Court District of Kentucky. As an active member of the community and having a distinguished career in public office, Justice Baker served on numerous committees and boards including being selected by the U.S. Information Agency to advise oblast dumas in Nizhni Novgorod and Tomsk, Russia on legislative process and constitution making in 1995 and to address the economic conference in Poland in 1997. He served as a member of the Kentucky Bar Association, a Life Member of the Sixth Judicial Circuit Conference, Glasgow Rotary Club, the Barren County Bar Association, was a board member of the Mary Wood Weldon Memorial Library and served as a member and past president of the Kentucky Historical Society. Justice Baker was a member of St. Andrews Episcopal Church in Glasgow and Vice Chancellor, Protestant Episcopal Diocese of Kentucky from 2005-2010. Justice Walter A. Baker received many awards, including: the Kentucky Council on Crime and Delinquency Outstanding Service Award, 1975; Department of Defense Outstanding Public Service Award, 1983; Louisville-Jefferson County Crime Commission Legislator of the Year Award, 1990 and 1992; and, Barren River Area Development District, William H.
