Adair County Fiscal Court met in a special session, Monday morning at 8:30amCT, to take care of special housekeeping measures for the start of a new year and new terms for many employees.

The work included the adoption of an "Orderly Succession of Judge/Executive, with Fifth District Magistrate Billy Dean Coffey being named first and Judge Pro Tem, to serve in the absence of CJE Ann Melton. Sixth District Magistrate Joe Rogers, the longest serving magistrate, will be second in line of succession.



A request for a housecleaning budget for the Adair County Clerk's office was denied, and the Clerk's maintenance budget request for $30,000 was slashed in half.

Surety Bonds were approved for county offices, Judge Melton's appointments of officials and committees were approved, personnel was approved, and applicant agent was appointed, Regional Jailer Rick Wilson was given permission to collect bond release fees, meeting date and time were set and committees were appointed.

Surety bonds approved

Surety bonds were set for the Judge Executive at $100,000; for the County Clerk, $75,000; for the Sheriff, $110,000; for the Jailer, $10,000; for the Coroners, $10,000; for the County Surveyor, $10,000; for the Constables, $10,000.

Heads of Departments rehired

Judge Melton's recommendations for department heads were approved and salaries were set.

Road Department Supervisor: Jobe Darnell was reappointed with pay set at $16.01 per hour.

Emergency Management Director Greg Thomas was reappointed pay set $10 per hour, full time, 40 hours per week.

Solid Waste Coordinator A.L. Sinclair was re-appointed to the part time position at a salary of $467.68 per month.

The County Judge Executive's Staff Lisa Lee, Gale Cowan, and Patty Nall were hired at a rate of $84.01 per day, as clerk of meetings. Lisa Lee is the clerk; Gale Cowan and Patty Nall were hired to serve in the her absence. Gale Cowan was re-hired as Finance Officer at $13.77 per hour; Lisa Lee, Administrative Assistant, was re-hired at $13.36 per hour, and Patty Nall, office manager, at $10.27 per hour.

Personnel spproved

County personnel were approved, and newly elected Adair County Regional Jailer Rick Wilson, who is responsible for hiring for his department, entered a list of personnel for the record.

In addition to the above County Judge's office pay, the following personnel were approved:

General Fund: Jason Smith ($12.24), Judicial Center maintenance and grounds; and Raymond Atwood, Judicial Center Custodian; Judicial and Annex Custodian, Elizabeth Moss, custodian ($9.00).

Road Department Employees: Tom Brock ($10.82), Phillip Carter, part time ($12.98), Billy Cowan ($10.79), Tony Denton ($10.79), John Denton ($9.50), David Harden ($10.20), Lonnie Page ($15.56), Chris Pennington ($9.50), and Terry Williams, ($10.83).

Recycling: Billy W. Padgett ($8.65), and Jerry Franklin ($8.00).

911 Center: Justin Bailey, Addressing/Mapping Coordinator ($10.27), PT Dispatchers Edgar Holler ($8.50), Kori Skaggs ($8.00), Timmy Coffey ($9.75) Malissa McCarol ($8.00), Nicholas Graves ($8.00); Dispatchers James Absher ($10.02), Fredia Melton ($9.50), William Nobles ($10.01), Krystal Redmon ($9.50), Brock Scholl ($9.75), Sharon Spinks ($9.75), Jean Corbin ($10.01), and Adam Montgomery ($8.50).

Dog Warden: Jimmy Harmon, $426.26 monthly salary

Green River Animal Shelter: Timmy Ballou, FT, ($8.00); Amanda Chadwell, PT, ($7.47); Sandra Ford, Director ($9.50); Gail Hunsaker, PT, ($7.75); Garrett Luttrell, PT, ($7.75); and Shandi Motta, PT, ($7.75).

Meeting dates set; will stay same as last year

The magistrates approved a continuation of the long time meeting date and time for regular meetings on the second Tuesday of each month at 7pmCT, at the Adair Annex basement, 424 Public Square, Columbia, KY.

Judge appoints committees

Judge Melton appointed, and the magistrates approved the following committees, which are to meet at least quarterly:

Solid Waste: Harold Burton (1), Daryl Flatt (2).

Personnel: Perry Reeder (4), Sammy Baker (3).

Nuisance: Billy Rowe (7), Daryl Flatt (2).

E911: Harold Burton (1), Perry Reeder (3).

Budget: Joe Rogers (6), Sammy Baker (3).

Jail: Joe Rogers (6), Billy Coffey (5).

Special Districts: Billy Rowe (7), Billy Coffey (5).

Resolution approves Gale Cowan as Applicant's Agent

The Magistrates unanimously approved Judge Melton's appointment of Gale Cowan to be Applicant's Agent. Judge Melton said that having Cowan appointed to this position will facilitate application should the FEMA claims have to be processed.

Clerk's Budget Amended

Amendments to the clerk's budget were approved, eliminating a cleaning budget of $7,500 per year, and cutting in half the County Court Clerk's request for $30,000 for equipment and maintenance. Clerk Sheila Blair told the court that she expects to need at least $20,000 in the coming year for equipment and maintenance.

Rick Wilson, the new regional jailer, offered Class D inmates, who would be under the supervision of a Deputy, to help with Annex Building cleaning. They would not be allowed in the locked areas where important records are kept.

All seven magistrates were present with three, Harold Burton (1), Daryl Flatt (2), and Billy Rowe (7) sitting for the first time, along with returning incumbents Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (5), and Joe Rogers (6) participating for the first time. Assistant County Attorney Ray Hutchison, Recording Clerk Lisa Lee, Jailer Rick Wilson, County Clerk Sheila Blair, 911 Coordinator Justin Bailey, EMD Greg Thomas, Solid Waste Coordinator A.L. Sinclair, Road Superintendent Jobe Darnell, and representatives of the local media were also in attendance.
