Adair County Water District meeting, January 2010 report Water violation was a problem with distribution from Columbia Utilities' Water Department's Page Street tank, but had to be attributed to manufacturer. Commission has executive session for purchase of real estate, now know to be 1.75 acres in Holladay Place, purchased from the Holladay Place LLC for $225,000 By Ed Waggener At the regular January 2010 meeting, Adair County Water District Manager Lenny Stone addressed the issue raised in a recent mailing to customers of Columbia Utilities about "High Levels of Haloacetic Acids Above Drinking Water Standards." A letter states, in part, "Columbia Utilities purchases all drinking water from Columbia/Adair Water system. Recently Columbia/Adair violated a drinking water standard." The statement would infer that the problem exists at the new Columbia-Adair Water Treatment Plant on Green River Lake. Actually, the problem is not with the new treatment plant, Stone said. Nor is in any way a result of Adair County Water District operations. "Technically," the letter is correct, Mr. Stone said. "When a violation occurs anywhere in the distribution system, it has be to attributed to the manufacturing facility." But the only problem test was in the area served by the Page Street water tank, in Columbia, a part of Columbia Utilities Water Department and nowhere else. The problem is caused by the antiquated water lines and the slower flow of water through the system. The problem will only get worse, Stone said, when the ACWD bypasses the Columbia Water system with the new 12" Columbia Bypass line. That is expected in 2-3 months. David Bowles, the district's consulting engineer, confirmed Mr. Stone's analysis of the problem. Stone told the Water Board that the fix for the Columbia Water Department system will take several months, but that if the proposed utilities merger goes through as expected, he already has plans for upgrading the Columbia system to remedy the situation in as short a time frame as possible. Mr. Stone said that one of the concerns of the city was that there would be representatives on the Columbia-Adair County Utilities Board. While the makeup of the board will be the prerogative of Adair Fiscal Court, he said that his advice to the court would be that at least two of the new board's members come from the City of Columbia. No callbacks since Adair School campus changeover Mr. Stone told the commissioners that the transfer of the Adair County School District's bypass side of its campus went so smoothly that students and faculty would not have realized a change had taken place when they returned to school on January 5, 2010. The changeover was completed during the 2009 Christmas vacation. A bonus of the switchover, Mr. Stone said, was that the Adair County High School now has no need for a pump formerly utilized. The water now flows through a pressure-regulated line to the school, he said. Emergency generators due in soon Mr. Stone told the Adair County Water District that the Columbia Adair County Water Commission plant on Griffin Springs RD is operating extremely well. He said that two emergency generators for the plant are due to be installed within a couple of months. County/City merger talks Mr. Stone said that merger negotiations between the ACWD and Columbia Utilities are slightly behind the schedule he had set, but seemed to be going smoothly. He said that Damon Talley, the Hodgenville, KY, lawyer hired to oversee the merger, had thought that Mr. Stone's target date for merger, June 30, 2010, was ambitious, but, Mr. Stone said, "I told him that if you don't set a date as a goal, nothing ever gets done." He said that he is still hopeful that the merger can be complete by June 30, 2010. "A lot more grant money and loans will be available if we can have the merger complete by then," he said. Phase Nine pipeline may be complete in two months Mr. Stone told the board that the Phase Nine (Bypass) project is ahead of schedule, though bad weather had slowed work by Garrison Construction in January. The pipeline runs along the Columbia Western Bypass from the northern terminus on Campbellsville Rd, to just south of the intersection of Burkesville RD and the CWB. The 12" bypass line will tie into an existing 12" line along new KY 61, south of Majestic Yachts. The line will be tied into a new 1,000,000 gallon composite tank being constructed by Caldwell Tank Company, which is also moving on schedule and is expected to be in operation by August 2010, he said. That tank will serve Holladay Place and the fast growing South Adair County service area. Executive session for real estate purchase The commission went into executive session to discuss real a real estate purchase. No announcement was made at the meeting, but Mr. Stone said this week that the commission has purchased 1.75 acres at the corner of Patricia Trail and what will be Utility Way for the construction of a new customer and administrative facility in Holladay Place, just down the hill from the new 1,000,000 Holladay Place water tank, now under construction. The property was purchased from the Holladay Place LLC, whose principals are listed as Don Franklin, Eddie Franklin, Richard L. Walker, and Marshall S. Loy, for $225,000. The deal was complete Tuesday, January 19, 2010, Mr. Stone said. The Water District's service department will utilize the present facility on Grant Lane, off Campbellsville RD on the north side of Columbia, he said. Present at the meeting Present at the meeting were Adair County Water District Board of Commissioners Chairman Danny Downey and members Rabon Burton, Mitch Harris, and Rudy Higginbotham.
