How the committee arrived at CWC replacement decision

I would like to respond to Mr. Hare's concerns. I appreciate your questions and your support.

First, the committee mentioned is required by the State Department of Education. They set the make-up of the committee and are involved throughout the process.



The committee is composed of 4 parents, 4 teachers, 4 building administrators, 1 central office staff member, 2 community leaders, 1 Board member, 1 local building/zoning member and the superintendent, who is a non-voting member.

Working with an architect and engineer, the needs are determined and a series of public meetings are held. Once the plan is approved by the committee, by the Board of Education and by the KDE Division of Facilities Management, it is submitted for final approval by the State Board of Education.

The top priority as established by this process in 2007 is to replace CWC. The nickel tax allows for that to happen but does not give the necessary funds for any other projects. However, it does make us eligible for state equalization funds that would be available for other identified needs such as a bus garage/maintenance facility, band room/auditorium, baseball field, soccer/track field and other facility and technology updates.

We want to be open on everything

We certainly want to be open with everything. Our meetings are public meetings and our records are open. We are audited annually and we certainly want to be prudent with the funds that we receive from any and all sources.

There had also been a question about a $100,000 change order for a contractor's mistake on a drain line during construction. I understand that occurred during the construction of ACHS and not during the construction of ACES. I am not aware of all the circumstances of the ACHS construction.

Nevertheless, there were change orders during the construction of ACES, the largest of which was $29,868.16 requested by the Board. This was to put the electrical service underground instead of overhead as the plans specified. I think we have learned from the construction of ACES and will not have the number of change orders and certainly not the same type of change orders in any new construction.
