Mayor Bell says city in talks
with AC Water District to merge utilitiies


Merger of City Utilities, Adair County Water District is right thing to do, Mayor Bell says, in first public statement on the now ongoing merger talks. City approves

At the special called meeting of the Columbia City Council at 3:30pmCT, on Monday, November 16, 2009, Mayor Pat Bell for the first time publicly announced that merger talks between the Columbia Utilities and the Adair County Water District are underway.


The announcement came as the Council unanimously approved approved the transfer of water service from Columbia Utilities to to the Adair County Water District (ACWD) and the second readings on zoning ordinances affecting property owned by Sheila Hare at 503 Burkesville ST, and Curbside Enterprises, Inc. (Sonic) for property on Tutt ST.



The zoning changes and the vote on relinquishing Columbia Utilities service to the Adair County School district were the only three matters before the board. The votes on all measures before the council were on a 4-0 vote, with Councillors Edwin Taylor, Joe Moore, June Parson, and Craig voting unanimously each time for the measures, including the transfer of water service.

Water service will be transferred as soon as possible

The vote was to transfer all the school property to City Service as as soon possible, including school buildings front on Greensburg ST, and Gen. John Adair Drive. Mayor Bell said that it was his understanding that the transfer could be made during the Christmas vacation with the least disruption to the school system.

Water pressure for fire fighting is the big concern, he said. It will be easier for adequate fire protection for the campus to come from the new 12" Columbia Western Bypass line now being installed by Garrison Construction Company than for the City Utilities to upgrade its system, Mayor Bell said. "This is about the safey of our school children," he said. "I think we can all agree that comes first."

On the subject of merger, Mayor Bell said that he wanted to confirm what some may have heard on the subject.

"We are in talks with Mr. Stone (ACWD General Manager Lenny Stone) and with Judge Melton about merging the two utilities," he said.

"I've told them that I think it is the right thing to do and that it will be mutually beneficial to all units of government. I've told them that I only have three broad conditions for the merger: One is that we find it to be mutually beneficial. Second," he said, "is that it be a full faith partnership, and third, he said, "is that it it will be well run."

Zoning changes

Sheila Hare's property will now be Zoned C-3 Neighborhood Commercial. The Sonic property at 622 Tutt Street will be changed to C-3 Highway Oriented Commercial.

Joe Moore moves adjournment

Councillor Joe Moore moved adjournment after the business was concluded.

He said he is certain that all the conditions can be met. "It's the right thing to do," he told the Council members present.

Also present at the meeting were City Clerk Carolyn Edwards, City Attorney Marshall Loy, City Police Chief Mark Harris, City Water Superintendent Dana Rogers, City Planning and Zoning Commissioner Roy Rademacher, and members fo the media.

The numbers have no significance to the Columbia Utilities Department, Water Superintendent Dana Rogers said, but the words "Hole of Kentucky" are very significant. That means, a J.R. Hoe and Sons marketing representative told us, that the manhole cover was cast at its foundry in Middlesboro, KY. When the company was reached on November 18, 2009, we couldn't learn right off what the number "V-1345" or "V-1845," means, but we may hear later.
