Adair Co. Water District to serve part of school campus

Water board takes action after Mayor Bell, City Councillor June Parson, and City Water Superintendent make request. "It's the right thing to do," General Manager Lenny Stone tells board. CJE Ann Melton concurs and board agrees in unanimous votes. County system offers capacity for adequate fire protection city cannot provide, board told

The Adair County Water District unanimously voted last night to provide service to major portion of the Adair County School District main campus previously served by Columbia Utilities.

The District acted after ACWD General Manager Lenny Stone recommended the action after he was approached by Mayor Pat Bell, City Councillor June Parson,and City Water Superintendent Dana Rogers requesting the move.



Adair County Judge Executive Ann Melton was at the meeting, and told the board that she had been briefed on the action, and agreed that it was in the best interest of all concerned for the county water system to accept the schools as customers.

The vote to assume the schools as customers came on a motion by Member Mitch Harris, with a second by Member Mitch Harris, with a second by Member Rudy Higginbotham, with Chairman Danny Downey and Member Rabon Burton voting with them on the question. Member Larry Legg was not present at the meeting, held Thursday, November 12, 2009.

At issue was a problem with adequate water pressure at the campus to fight a fire were one to happen. The transferred customers included Adair County Elementary School, Adair County High School, the Ag barn, the Athletic Complexes and the Bus garage. "Generally," Lenny Stone said, "it involves everything from the gate off Greensburg Street to the Columbia Western Bypass." He added that the site of the new elementary school is inside the area.

The county will provide service through its new 12" line now under construction from the north terminus of the Columbia Western Bypass to the new million gallon storage tank to be constructed at Holladay Place near Exit 47 of the Louie B. Nunn Parkway.

For the the Adair County Water District, the move will mean some added expense, Mr. Stone said, "But it's the right thing to do. It's right for the kids. And it's right for the water district in the long run."

Initially, he said, only a small redesign in the new waterline will be needed to serve the school. He told the board that the Adair County Water District may be asked to serve the entire campus in the future, but that getting service to the schools along Gen. John Adair Drive would involve a bigger capital outlay. "It's still the right thing to do," he said, "and we can do it more easily than the City can, but we'll be taking it one step at a time."Stone told the board that the transfer should be accomplished by sometime in December. He said that the ACWD would try to make the change during Christmas break, so that schools would not be inconvenienced by the water cutoff necessary during the switchover.

Garrison Construction progress going well

Mr. Stone said that Garrison Construction has the water line laid to Highway 767, Pelham Branch Road, and that he saw no problem with the new line being to the schools in the designated time frame."They've got the waterline laid across Russell Creek," he said, and the company has already done a rough clean up of the construction area from KY 767 to KY 55. "They will come back in the spring for a final clean-up," he said. "They doing the rough clean up as they go, and that makes it better for property owners along the way."Stone said that the new Adair County Water Plant is now running with no problems. "We have had very few complaints about water taste," he said, "and we've gone through the lake turnover."Engineering firm hired for phase 12The water board evaluated eight applicants who applied to supply engineering services on Phase 12, the Sparksville/South Adair County update, and awarded the contract to Monarch Engineering.

The evaluation tallies were as follows:
  1. Monarch Engineering, Lawrenceburg, KY, 520 points
  2. Kenvirons, Frankfort, KY 414 points
  3. C & W Engineering, Lexington, KY 376 points
  4. DDS Engineering, Hopkinsville, KY, 346 points
  5. Howard K. Bell, with office in Columbia, KY 334 points
  6. Palmer Engineering, Winchester, KY 314 points
  7. Greg Eastham Engineering, Columbia, KY 312 points
  8. SSR Engineering, Nashville, TN, 265 points
The vote was unanimous to award the engineering contract to Monarch. The board also voted to authorize execution of a contract with Monarch for the work.

Phase 11 work in progress

New service to several areas are being evaluated for Phase 11. GM Stone said that until Phase Nine the Columbia Western Bypass project is complete, the extent of work to be completed is not certain. "We may not be able to to all the roads which have petitioned for service," he said, "but we'll do as many as possible."For the next two to three months, the water district will be securing easements and accepting tap fees from new customers along the roads, which include all or parts fo the following:
