There can now be more Columbia Volunteer Firemen and they will receive a higher per call pay, following the Columbia City Council's approval of a request by Columbia Fire Chief Mike Glasgow at last night's Columbia City Council meeting. The firemen, who have not received a raise in seven years, will immediately get $25 per call instead of $20, and their numbers are authorized to rise from 30 to 35.



Mayor Patrick R. Bell presided at the meeting, held Monday, November 2, 2009. All Councillors, Craig Dean, Charles Grimsley, Joe Moore, June Parson, Edwin Taylor, and Linda Waggener present, and all voted unanimously to approve all questions before the body.

Council moves ahead with annexation of Grider property near bypass

The Council moved ahead with zoning changes including final approval of the annexation and reclassification of the Tommy Grider property off the outside of the Columbia Western Bypass. The action adds 3.76 Acres to the corporate limits of Columbia.

Council approves zone change for Sheila Hare property

The Council also heard and approved a change for property owned by Sheila Hare at 503 Burkesville Street, from R-2 Low-moderate Density Residential to C-3, Neighborhood Commercial. The action was recommended by the Columbia Planning & Zoning Commission.

Council approves zone change for Sonic lot on Tutt Street

And the city moved forward with a zoning change which will allow Curbside Enterprises, Inc., the owners of the Columbia Sonic restaurant, to build a new replacement stire on the lot at 622 Tutt St, adjacent to the present Sonic location. The council unanimously approved a change for C-3 neighborhood commercial to C-3 Highway Oriented Commercial for the lot.

Flood ordinance gets final passage

The council heard a second reading and unanimously approved the adoption of flood damage prevention ordinance. With its adoption, stiffer requirements will be in place for building on flood prone areas. Flood insurance will be available, and FEMA re-imbursements in case of flooding will be easier to obtain.

City Code update second reading okayed

The council approved the second reading of an ordinance to adopt the revision of the city ordinances with a supplement recommended and supplied by the American Legal Publishing Co.

Jim Hadley appointed to P&Z Board of Adjustments

Jim Hadley, CEO of Majestic Yachts, was approved by the council as a new member of the Columbia Planning and Zoning Board of Adjustments.

Mayor Bell commends Downtown Days, Treats on Town organizers

Mayor Patrick Bell gave special recognition to the success of Downtown Days, especially to the City Administration Staff, the Columbia Police Department, and to the Columbia Events Planner, Rhonda Loy. He also applauded the work of the Columbia-Adair County Chamber of Commerce for the growing success of Treats on the Town, an alternative safe Halloween project in its second year downtown.

Councillor Linda Waggener reports constitutuent concern on waterCouncillor Linda Waggener brought the concerns of a constituent who wanted answers on the continuing problems of water quality. Mayor bell said that he was aware of the problem and that it is being addressed. He said that progress is being made.

Sue Rowe warns Mayor, Council, that sidewalk may fall

Sue Rowe appeared before the Council to get answers as to when the sidewalk in front of her business off the Square would be replaced. Mayor Bell said that it will take some time, but the project would be done, and done right. Mrs. Rowe warned the council that the sidewalk is getting more dangerous and that she is afraid it might fall though to the underlying basement on property her family owns.

Mayor Bell comments on Tractor Supply, new DQ prospects

Mayor bell was asked about the prospects for two new businesses, Tractor Supply Store, which is reported to be the next occupant of the old Walmart store, and Dairy Queen, which has been reported to be planning a new store on Jamestown Street beside the Bank of Columbia branch. The mayor said that he had understood that the Tractor Supply Store is coming, but that all the details on a new Dairy Queen have not been worked out.

Edwin Taylor requests Columbia Western Bypass honor Veterans

City Councillor Edwin Taylor presented a constituent request that the Columbia Western Bypass be named to honor the Veterans.

Councillor Craig Dean reminds Council of Band success

Councillor Craig Dean reminded the Council of the Adair County Marching Band's victory in the Regional competition at Bowling Green and asked the Council to support the Band in the State Competition this weekend in Brandenburg and Louisville, KY.

Joe Moore calls for adjournment at 6:32pmCT

Councillor Joe Moore continued his tradition of calling for adjournment, saying, this time, "I move we go home."Meeting well attended.

In addition to the Mayor and City Council, also present were City Clerk Carolyn Edwards, City Attorney Marshall Loy, City Police Chief Mark Harris, City Water Superintendent Dana Rogers, City Sewer Superintendent Bo Murphy, City Planning and Zoning Board member Roy Rademacher, City Fire Chief Mike Glasgow along with Brandon Lewis, Bradley Caldwell, and Charles Sparks; members of the media, and Sue Rowe.

Businesswoman Sue Rowe persistent on Sidewalk repair

Sue Rowe, owner of Best Buys Clothes and More, appeared, as she does nearly every regular meeting of the Columbia City Council on the first Monday of each month, to check on progress the City is making replacing the Well Walk off the Public Square in Downtown Columbia.
