Columbia, KY City Council Report: Oct. 6, 2009 meeting

In last night's City Council Meeting

In last night's brief meeting of the Columbia City Council, Mayor Pat Bell gave Downtown Columbia good news on several fronts.



First, he announced that the new addition to City Hall will soon be showing dramatic progress. He's hoping the addition will be under roof before bad weather sets in.

Secondly, Mayor Bell said that he's received an Obama administration American Recovery & Re-investment Act (ARRA) grant for $12,500 to bury the utility lines on the Public Square, and, he asked for and received permission from the Council to proceed with closing Adams Alley at Campbellsville Street and converting the area next to the new Town Hall into a Green Space.

Mayor Bell also told the Council that the new addition will greatly enhance the appearance of the building. Matching brick will cover the steel posts, he said, and new tinted glass will go in the front. Mayor Bell said that with the new Adair County Justice Center adding to the appearance of the corner, the area at the intersection of Campbellsville, Merchant and Reed Streets would be very attractive.

Tommy Grider property annexation nears completion

The City Council gave first and second readings to measures annexing Tommy Grider property, 3.76 acres, northwest of the Columbia Western Bypass on Spur Road, to be zoned R-4, High Density Residential. Measures to approve official City Maps were approved, as well.

City Code revision gets second reading.

The Council approved, unanimously, a measure to update the city codes.

Council approves budget amendment for garbage truck, pickup purchase

In other action, the Council approved a budget amendment which allows the City Clerk to advertise for bids for a new garbage packer and a new pickup for the City Street Department.

Veterans Parkway leading name candidate for Columbia Western Bypass

Planning & Zoning Commissioner Roy Rademacher asked about the formal names for the Columbia Western Bypass, which Mayor Bell hopes to present to the Kentucky Department of Highways. Mayor Bell said that the two most frequently mentioned would honor the late Bill Walker, or the late Don Franklin or would honor Veterans. He said that the Veterans designation is somewhat more popular than any other.

City votes to qualify for National Flood Plain Insurance

The City voted to adopt measures on National Flood Plain Insurance last night. The adoption means that property affected will be eligible for Federal Flood Insurance and that FEMA funds will be available for flood relief. A city ordinance complying with Federal requirements was passed by City Council.

Chief Mark Harris secures over $32,000 in grants

Mayor Bell commended Columbia Police Chief Mark Harris for getting two grants for his department. One was from the Justice Department for $22,505; the other from the Department of Homeland Security for $10,203. The money will be used for video equipment.

Public attendance at the meeting was very light. All members of the Council, Joe Moore, Craig Dean, Linda Waggener, June Parson, Edwin Taylor, and Charles Grimsley were present, as were Mayor Bell, City Clerk Carolyn Edwards, City Attorney Marshall Loy, Police Chief Mark D. Harris, Water Superintendent Dana Rogers, Planning & Zoning Commissioner Roy Rademacher, and members of the media.

At 6:32pmCT, Councillor Joe Moore, on a nod from Mayor Bell, said, "I move we adjourn."
