Columbia City Council report, September 8, 2009 In last night's City Council Meeting, Tuesday, September 8, 2009
By Ed Waggener In last night's City Council meeting, the city heard a report from Sue Stivers, chairman of the Columbia-Adair County Economic Development Authority who told the City Council that an announcement would be coming soon from the State Economic Development Authority concerning expansion of the IMO Pump plant on Industrial Drive in Columbia. The state has awarded $1.1 million for the expansion, with money for 16 more jobs, she said. Stivers said that later a an addition will be built onto the IMO plant and at that time she expected to see an additional 40-50 new jobs for Adair County. Stivers said she is working with a prospective new business which will employee 20 plus people and that still another prospect she is pursuing might employ 15-20. City will seek grants, loans to cut water leaks City Water Superintendent Dana Rogers said that three areas have been identified as having the greatest need for replacement lines to stop the the heavy water leaks in the city water distribution lines. These are on Merchant Street, in the Jones Wright addition, and in the Long Hunters addition. He said that he and Mayor Bell will be meeting with Kevin Antle of the Lake Cumberland Area Development District in Russell Springs to get loans and/or grants to pay for the reconstruction work. The City Water technical report for July 2009 indicated a water loss in the lines of 34.48%, with 5,830,400 gallons of the water paid for by the city lost, out of 16,911,000 gallons paid for the City for use in the City. The technical report showed 19 disconnects and only 10 reconnects. The daily loss through the system is 194,347 gallons, the report said. City awards additional $307.08 to Adair Co. Youth Football The City Council voted to award additional $307.08 to the Adair County Youth Football. David Holmes of the Little League Football group appeared before the council to let them know that roadblocks and donations had lowered the amount needed to pay for protective gear for the Adair County Youth Little League. The gear was purchased at a cost of $5200. After the roadblocks, there was a need for $2,614, of which the city's half would be $1,307.08. The Little League had already received a grant of $1,000 from the City, leaving $307.08 needed. The Council acted on a motion by Councillor Craig Dean, seconded by Councillor Joe Moore, with Councillors Charles Grimsley, Linda Waggener, Edwin Taylor, and June Parson joining them in a unanimous voice vote Steven Turner approved for Parks & Recreation Board The Council approved Mayor Bell's recommendation of Steven Turner to a four year term on the Columbia City Parks & Recreation Board. Turner will replace member Richard Phelps on the board, which will now include Chairman Charles Grimsley and members David Herbst, Donna Shirley, and Greg Thomas, as well. That group meets each third Thursday at 7:00pmCT in City Hall, 116 Campbellsville ST, Columbia, KY. Council approves R-4 High Density Residential Zoning for 3.76 acre Tommy Grider property. The Council approved the letter of recommendation from the Columbia City Planning & Zoning Commission to zone the proposed annexation of 3.76 acres of property owned by Tommy Grider, located on the Columbia Western Bypass as R-4, High Density Residential. The voice vote was unanimous. The Council also heard a first reading on an ordinance amending the Columbia Zoning regulations and Columbia official zoning districts map to reflect the addition of the Grider property. No vote was required on the first reading. Utilities charges formalized in ordinance The Council also had a first reading on an ordinance which sets the rate for gas meter charges and rates for varying residential and commercial installations, as well as service calls. Mayor Pat Bell said there is no change on the rates, but that heretofore there had been no ordinance reflecting the charges. He said the charges have been in effect for years and are just being formalized with the ordinance. No vote was needed on the first reading. Council hears first reading on ad valorum property tax with tiny rate reduction for 2009 The Council heard a reading of the ad valorum property tax for 2009, which, according to Mayor Bell, will actually result in a tiny lowering of the tax rate. Council invited to rededication of Julia Miller Horton Rose Garden The Council heard an invitation from Barbara Armitage, President of the Adair County Garden Club, to come to the rededication of the Julia Miller Horton Rose Garden at the Trabue Russell House, 201 Jamestown ST, Columbia, KY, on Thursday September 17, 2009. Council invited to 911 Picnic Mayor Bell announced that a 911 Picnic will be held Friday, August 11, 2009, at the City Park, 413 Fairground ST, Columbia, KY, to honor all of Adair County's emergency responders. Officer Bill Bailey reports on Downtown Parking survey City Code Enforcement Officer Bill Bailey reported on a survey of the parking situation he had taken. Business persons contacted had made a range of suggestions he said, which include the city purchasing the elder care property and building a two-story parking garage, installing parking meters, blocking the square off with no parking, allowing only customer parking downtown, better signage to indicate where the city's off-Square parking lots are located, increase fines for businesses which violate the two-hour parking limit to $50 for first offense and $100 for second, any solution the city can come up with, and finally, keep doing what the city is doing.
