In an action which is almost certain to have continued controversy, the Adair Fiscal Court sided with Green River Animal Shelter Manager Jeff Thomas following an employee hearing held in Executive Session yesterday at the Adair Fiscal Court, after which the court voted 6-0, with one abstention, to dismiss G.R.A.S. employee Heather Evans.

Evans had a gallery of dozens of supporters in attendance, but, because the meeting was a special called one, they were not allowed to speak on her behalf at this meeting.



The action came at the end of the session, started at 1:00pm Tuesday afternoon, March 10, 2009.

After a 45 minute long closed door executive session, at which both employee Heather Evans and Shelter Manager Jeff Thomas were interviewed, the court returned to regular session. CJE Ann Melton asked the recommendation of Thomas, who said, "I recommend the dismissal of employee Heather Evans."

On a motion by Danny Goodin (1), seconded by Terry Hadley (7), the court voted 6-0 to dismiss Evans. Magistrate Sammy Baker abstained, and later explained that he chose to do so because Ms. Evans' father frequently does construction work for him.

Some members of the Green River Animal Welfare League had been calling for the dismissal of Manager Jeff Thomas, but, with this vote, the court sided with Thomas. Green River Animal Shelter report, February 2009

Animals at the shelter had no vote in the matter. Otherwise the outcome might have been quite different from the court's. The bond between the caring shelter worker and the dogs and cats at the shelter is evident in their eyes, in the photos Ms. Evans took which had resulted in quick adoptions at the shelter. Court tables request for payment for boarding horses

Raquel Ferotti of Mountain View Horse Rescue appeared before the court to address conditions of hooved animals in Adair County.

Ferotti presented the court with a boarding bill for $155 for boarding a horse and two donkeys taken from the Clean Slate Animal Rescue, but the consideration of payment of the bill was tabled on a motion by Sammy Baker (3), seconded by Danny Goodin (1). The animals were cared from by Peg Schaefer at Sugarfoot Farms.

Ferotti had complained that the horse and donkeys were removed from her care without proper authority, maintaining that the horses were the property of David Howery, but County Attorney Jennifer Hutchison-Corbin said that Mr. Howery had relinquished ownership of the animals in open court, and that the removal by Sheriff Ralph Curry was at the order of Adair County District Judge Mike Loy.

Court has record reconciled balance

The reconciled balances in all Adair County Fiscal Court funds reached a new record, $1,743,667.99, Adair County Treasurer Barry Corbin reported to Fiscal Court on Tuesday, March 10, 2009.

The report showed $769,380.72 in the General Fund, $677,441.13 in teh Road Fund, $27, 376.76 in the Jail Fund, $237,969.70 in the LGEA fund, $1,918.04 in the Forest Fire fund, $26,054.58 in the 911 fund, and $3,527.06 in the Green River Animal Shelter fund. His report was approved by the Court, 7-0 on a motion by Billy Dean Coffey (5), seconded by Joe Rogers (6).

Court approves Adair County Regional Jail report

The Adair County Regional Jail report was presented by Deputy Jailer Pam Yarberry. For February 2009, total billings were $88,805.86, less $22,408.10 for Adair County inmates. After booking fees, medical chages, other income, per diem income, Cumberland and Russell County medical charges, the total to collect was $74,264.04.ACJR Detailed Report

Court transfers $200,000

The court approved, 7-0, an additional $200,000 in budget transfers to take care of possible budget needs, primarily for the Adair County Regional Jail. The Jail is now over $65,000 over budget. The causes are deputy jailer costs, increased food cost, and increased food cost. State compensation for housing state prisoners is down, too. It's a problem every county with jails in the state is experiencing. The 7-0 vote to make the budget transfer followed a motion Billy Dean Coffey (5), seconded by Joe Rogers (6)

Court approves Rural Secondary Recommendations for roads

The court unanimously approved the 2009-2010 Rural Secondary Recommendations for Adair County, presented by Jeff Dick of Kentucky Highway Department District 8, Somerset, KY.

The total state allocation for Adair County for the fiscal year is $1,072.582, Mr. Dick reported, with $488,963 to go for routine maintenance. The balance for improvements, including an undistributed balance from 2008-09 and Free Balance of $77,827, leaves $661,446 as a balance for improvements.

Court tables bid award for annex improvements

The court voted 7-0 to table the awarding of a contract for the remodeling of the upstairs of the Courthouse Annex until the bids can be clarified. Three bids were submitted. Two were read: Jones & Morgan, LLC, bid $21,650,00 and Hardscratch Construction bid $46,627.24. It was unclear from the bids whether they were all inclusive or not. On a motion by Wid Harris (2), seconded by Danny Goodin (1), the court voted to table the matter until the bids could be clarified.

The recommended improvements include the following:
  1. KY 439-Greensburg Street from MP 0.181, 0.095 Mile N of KY 55 Bypass to MP 1.787 at JCT of KY 55: 1.606 miles asphalt resurfacing

  2. KY 92-Montpelier Road from MP 0.000, Jct KY 55 to MP 2.910, 0.047 miles east of Denson Road, 2.910 miles Asphalt Resurfacing

  3. KY 704-Fairplay Road from MP 2.504, Burns Creek Bridge to MP 3.509, 1.005 miles to change in pavement, 1.005 miles asphalt resurfacing

  4. KY 2983-Jones Chapel Road from MP 0.000, Jct KY 80 to MP 0.856, 0.020 miles west of Parnell Road, 0.856 miles asphalt resurfacing.
The total is 6.377 total miles of asphalt resurfacing, with a total cost of $661,446.

Judge Melton asked Mr. Dick if the state would be correcting a "bad rise" on Dillon Street at Rolling Hills Subdivision. Mr. Dick said that he would take a look at it, but that funds were limited for any changes beyond resurfacing. MAP OF PROJECTS

Cameron Campbell recognized

Following the roll call, CJE Ann Melton recognized Adair County High School Senior Cameron Campbell, who was job shadowing the fiscal court. Campbell a senior and a Governor's Scholar, has narrowed his choices of universities to Western Kentucky University and Campbellsville University, and is awaiting scholarship offers to evaluate before deciding.

Court approves appointment of Russell Guy Perkins to Hospital Board

The court unanimously approved the recommendation of Judge Melton to appoint Russell Guy Perkins to the Adair Hospital Board, which oversees the operations of the Westlake Healthcare system, Adair County's county's largest enterprise. Perkins will replace Adair County Hospital Board Chairman Mitch Harris, who had served two four-year terms, the maximum allowed by bylaws. The vote was 7-0, on a motion by Danny Goodin (1), seconded by Terry Hadley (7).

Perkins is a long time employee of Taylor County Rural Electric Cooperative and is a former Adair County Magistrate, who served several terms representing District 7.

His appointment is the fourth made by Judge Melton to the board, including the appointments of Bradly Irvin, John Nall, and the re-appointment of Jim Evans. Katie Campbell is the fifth member of the board of trustees of the hospital.

Lee Ann Collins appointed to the Adair Ambulance Board

Judge Ann Melton recommended the appointment of Lee Ann Collins to the Adair Ambulance Board. The court approved her appointment first to the unexpired term of the late J.D. Biggs, then approved a two year appointment to a full term running through April 11, 2009. Both votes were unanimous, both on motions by Sammy Baker (3), seconded by Danny Goodin (1).

Collins, a Glens Fork, KY, resident, has over one-quarter century of banking experience. She is a vice president of First & Farmers National Bank, where she has been employed since 1993. Prior to that, she was a teller supervisor for Community Trust Bank in Columbia. She is a graduate of Adair County High School and o f the Kentucky Schools of Banking, in Louisville, KY.

Sheriff reports $99,326.88 in tax receipts

Sheriff Ralph Curry reported $99,326.88 in tax receipts for the month of February 2009. His report was approved 7-0 on a motion by Joe Rogers (6), seconded by Danny Goodin (1).

Debbie Ray approved for G.R.A.S. board

The board approved Debbie Ray for appointment to the 5-member board overseeing the Green River Animal Shelter. The board is made up of the county judge executives of Adair, Metcalfe and Russell Counties, plus Dr. Shantilla Rexroat, and an at-large position appointed by the Adair County CJE with approval of Adair Fiscal Court.

Two PT GRAS employees hired

In separate 7-0 actions, the court approved the hiring of Sandra Jones and Landon Parnell as part-time employees at the Green River Animal Shelter at a pay rate of $7.00 per hour.

Court approves name change: CACIDA to CACEDA

The court approved, on a motion by Danny Goodin (1), seconded by Wid Harris (2), approval for the Columbia-Adair County Industrial Development Authority to change its name to the Columbia-Adair County Economic Development Authority. The vote was 7-0.

Court authorizes extra $250 to dog warden

The court authorized the payment of an extra $250 to Dog Warden Jimmy Harmon for gas expense and extraordinary work during the animal rescue operation at Clean Slate Animal Rescue in February. The action was taken on a motion by Sammy Baker (3), seconded by Terry Hadley (7), with a 7-0 vote.

Road work approved

Adair County Road Department Supervisor Jobe Darnell reported the following road work for February 2009:
  • Graveled 37 roads
  • Cleaned out 22 road tiles
  • Chipped, cut trees, and removed trees from 37 roads
  • Installed 14 road signs
  • Salted 7 roads
  • Serviced equipment at road department
  • Went to pick up food at E-town for Food Pantry
The report was unanimously approved, 7-0, on a motion by Danny Goodin (1), seconded by Perry Reeder (4).

Routine matters approved routinely
The court approved routine matters, including minutes, a budget amendment, approval of the 2010 Census resolution, and payment of bills and late bills with routine 7-0 votes.

Russell Guy Perkins: New Adair Hospital Board Trustee

RUSSELL GUY PERKINS, an career employee with Taylor County RECC and a former Adair County Magistrate, is the latest appointee to the Adair County Hospital Board, which oversees the vast Westlake Healthcare system. Perkins will hold the seat formerly held by Board Chairman Mitch Harris, who had served the two term limit. Perkins joins Jim Evans, John Nall, Bradley Irvin, and Katie Campbell on the five member board.
