Adair Co. Fiscal Court meeting report, Sept. 9, 2008

In the Tuesday, September 9, 2008 regular meeting:
  • County adopts 2008 property tax rate designed for 4% increase in collections
  • County treasury bolstered by receipt of $923,154.24 in state road aid
  • Drug tests for county employees increased; new employees must undergo criminal background check, drug test prior to employment
  • Peg Schaeffer, Shantilla F. Rexroat appointed to Green River Animal Shelter Board
  • Jail dispatcher position established. Ron Bailey, Lonnie McAllister , and Debbie Coffey confirmed for slots
  • Summit Manor Rehab is Recycler of the month
  • Court gives $816.38 for airport hangar closing costs; Air Board Chairman cites "unimaginable" rise in cost of blacktop as reason
  • Court gives final ok on reduced speed limit on Buell Collins Road
  • Court approves discontinuance of Show Gait Lane, Branham Lane

In last night's Adair County Fiscal Court Meeting, the court adopted a tax rate based on the 4% overall increase option, which is expected to bring in $490,005 to the county treasury.

The rate for 2008 will be 10.10 cents per $100 valuation, up from 9.60 cents per $100 in 2007. Last year, the county received $450,344 in revenues from the property taxes.



The vote to adopt the rate, recommended by County Judge Ann Melton, was 7-0. on a motion by Joe Rogers (District 6), seconded by Wid Harris (District 2), with Magistrates Danny Goodin (1), Sammy Baker (3), Perry Reeder (4), Billy Coffey (5), and Terry Hadley (7) joining them for final passage.

Treasury strong, with $1,541,956.25 in all funds

Adair County Treasurer Barry Corbin reported $1,541,956.25 in all county funds at the end of August 2008. This high balance was due mostly to the receipt of $923,154.24 in state road funds received in August 2008.

The court voted 6-1 to give permission to Judge Melton to write a check for $1,500 to Golden Rule/Wilson Escrow for an option on one acre of land on KY 55 North for the Charlene Doyle Property. The only vote against the measure was by Danny Goodin, District 1 magistrate. The land purchase will cost $61,000, Judge Melton told the court. She said that the City of Columbia is expected to kick in an additional $1,500 for the escrow payment.

The land would be used for a new $1 million Senior Citizens Center, which will be built with $500,000 grants from the Federal government and a like amount from the State. The State grant application requires an option for the site be in place, Judge Melton said. She told the court that Judy Keltner of the Lake Cumberland Area Development District thought that the grants would be forthcoming now that the option is in place.

Judge Melton, who has held renewal efforts for downtown Columbia, had wanted a site near the City Square for the project, but one existing building and grounds was rejected by the architect who said it would cost too much to renovate.

The county could use the Elbert Burton property at Merchant and High Streets, which it already owns, but it already has future plans to build an office there for the Adair County Sheriff's Department and the parking space it offers is needed. The option on the Doyle Property could be dropped with a suitable alternative is found downtown, she said, though the escrow money would be forfeited if that happens. "I'm open to suggestions," Judge Melton said after the meeting.

The court voted to give the Lake Cumberland Community Action group $5,000 toward the operation of the present Senior Citizens Center, now located on Carrie Bolin Drive. The Adair Center is the least utilized in the region, Judge Melton said, because of lack of parking.

The proposed new center would have plenty of parking, and, that would add to the number of seniors who use it.

Judge Melton said she expects the City of Columbia to also give $5,000 to the center's operation. "All of the seniors currently using he center are residents of the City," she said, "but of course they are also our citizens too," she added, in making the recommendation. The vote on the $5,000 Senior Citizens Center support was 7-0.

Recycler of the Month recognized

Adair County Solid Waste Coordinator A.L. Sinclair presented a plaque to Summit Manor Rehab as Recycler of the Month. "They have been one of our best," he said. "They've helped us from the start. They have the cardboard boxes neatly folded so we can pick them up easily."The Recycling Center is operating in the black, though because of a quirk in shipments, it went in the red for August. Receipts were $2,317.48 vs. $3,200.78 in expenses for the center, including August payroll. But Sinclair said there will be two shipments in September, which will put the center solidly back in the black.

"We'll also look at ways to cut expenses, including driving," he said. "We're watching the costs already, but we'll cut them more if we have too. That's the way Ann wants it." The lower income is also attributed to Lindsey Wilson not being back in session until later in the month. "They're a really big part of our income," Gale Cowan, Adair County Finance Officer said. Still, the county projects a profit for the recycling center for the two months.

Court approves GRAWL nominees for animal shelter board

Shantilla F. Rexroat and Peg Schaeffer were appointed as the Green River Animal Welfare League representatives on the Green River Animal Shelter Board by Judge Melton. They were confirmed unanimously.

Court approves higher number of drug tests.

The county voted to increase random drug testing for employees, but opt to continue having an outside firm conduct the tests rather than bring some of the work in-house. The court voted to add three random tests each quarter, all county employees will be subject to selection, including the Adair County Road Department employees, who already must randomly select one employee per quarter for a less stringent Department of Transportation required test.

The new test will be conducted by Premier Testing Service of Russell County, at a cost of $56 per test. Had the county conducted the test, the cost would have be $21. per test. The vote was unanimous.

In addition, the court voted to have all new county employees will be required to have a criminal background check and a drug check before going to work for the county.

Three jail appointments approved

The court voted to establish a new non-hazardous duty position of Jail Dispatcher then voted to hire two temporary full time employees and one temporary part time employee to serve in the positions. Ron Bailey and Lonnie McAllister were named to the full-time positions at $8.50 per hour. Debbie Coffey was appointed to the part-time position at $8.00 an hour.Deputy Adair County Regional Jailer Pam Yarberry gave the jail report, which showed $84,402.64 in total billings. The amount billed to Adair County was $28,268.68, leaving a total to be billed of $58,133.96, which increased to $67,948.46 after booking fees, other income, per diem, and medical charges were added.

Second reading to speed limit on Buell Collins Road

The court voted unanimously to approve a second reading of an ordinance lowering the speed from 55 MPH to 35 MPH on Buell Collins Road near Crocus in Sammy Baker's District 3.

Court votes to discontinue Branham Lane and Show Gait Laine

The court unanimously agreed to discontinue Branham Lane in District 3 from county maintenance. The action was unanimous, on the recommendation of Magistrate Sammy Baker and upon the request of land owners Tony and Geri Rush. A hearing was set for October 6, 2008, at the Courthouse annex.

The court also unanimously agreed to the discontinue Show Gait Lane in District Four. The action was taken on the recommendation of District Four Magistrate Perry Reeder at the request of landowners Kelli Claypool and Julius Claypool. A hearing was set for October 6, 2008, at the Courthouse annex.

Court votes to help airport with closing costs
The court unanimously voted to give $816.38 to the Columbia-Adair County Airport to pay for one-half the closing costs on the loan from First and Farmers Bank on the hangar project. The itemized F&FNB statement included the appraiser's fee from Murrell Burton, the Flood Search, the MTC Filing, and interests, all paid August 19, 2008.

The other half has been requested from the City of Columbia, KY. The court was given a letter from airport chairman John Rarey requesting the funds. Rarey said, in the letter, "We still have the paving of the apron to do and blacktopping costs have risen to unimaginable prices."

Magistrate Terry Hadley (7), before the vote, commented that it might be time for the county to look at using concrete as a substitute for blacktop. Blacktop paving now costs 80% of the cost of concrete construction; though it provides a smoother ride, concrete surfaces last longer and does not contribute as much to global warming.

Court approves 2nd readings for private passages in District 6

The court unanimously approved the naming of three private passages off Holmes Bend Road in a new development for Cherokee Drive, Tomahawk Lane, and Arrowhead Tee. The roads are in Magistrate Joe Rogers' District 6.

Magistate Joe Rogers asks for better road preparation for holidays

Magistrate Joe Rogers requested that an extra effort be made to mow along County Roads in his Green River Lake tourist areas for holidays such as the Memorial Day and Labor Day, when traffic is particularly high. He delivered a list of eight roads, specifically Snake Creek Road, Casey Creek Road, Bridgewater Road, Boat Ramp Road, Corbin's Bend Road, West Egypt Road, Plum Point Road, and Texas Eastern Road.

Rogers said that with the Kentucky Highway Department cutting back on grooming rights-of-ways, and with the exceptional growth of Johnson grass this year, travel was more difficult for tourists, especially those pulling big craft. "Johnson grass can get six feet tall," he said, "and four feet of that can be hanging over in the road."

Johnson grass tough on clean-up crew, too

His concern was echoed by Solid Waste Czar A.L. Sinclair, who said the Johnson grass makes it difficult for his crews to pick up trash along the rights-of-way. Still, he said, the fall clean up is off to a good start. "We're rolling," he said. "Cleanups are averaging seven bags per mile," he said. The lower figure per mile is mostly a reflection of the improved manners of Adair County motorists and tourists, though it might also be partially a result of the Johnson grass.





Bill Padgett with county's new recycling trailer

Sinclair reported that the county's first recycling trailer is nearly ready to be put to use. It needs labeling for plastic, he said. The trailer will have bins for plastic, cans, paper, and cardboard.

He asked the Magistrates to be making requests for locating the trailer in their districts. "We're drawing up the schedule now," Sinclair said. "We'll be moving it from community to community

Routine manners passed

In addition, routine matters such as minutes, budget transfers, and a second reading of the Emergency Medical Dispatching Policy were routinely approved, all with 7-0 votes.

Relatively brief session

The session lasted approximately one hour and ten minutes. It was over at 8:10pm CT.

Attendance, as always at the Fiscal Court meetings was high, with most seats in the annex gallery occupied.
