Columbia Council Special Called Meeting May 20, 2008 report Council unanimously approves ordinances related to Greenhills, Parrott Avenue annexations. Parrott Avenue delegation presents petition against annexation after meeting adjourned By Ed Waggener The Columbia City Council approved two second readings of ordinance related to the annexation of Greenhills Subdivision and Parrott Avenue in a special called meeting at 2:00pm Tuesday, May 20, 2008 in City Hall, with Mayor Patrick R. Bell presiding. The votes came after readings by City Attorney Marshall Loy. Ordinance No. 110.33, worded "An ordinance to extend and enlarge the corporate lands of the City of Columbia, Kentucky (Greenhills Subdivision)" was approved 5-0 by the Councillors present, Charles Grimsley, Linda Waggener, Edwin Taylor, Joe Moore, and June Parson. Ordinance No. 110.34, was worded "An ordinance declaring the City of Columbia's intent to annex Parrott Avenue into the city," was approved by a similar 5-0 vote.After the meeting was adjourned, presented a petition, accepted by Mayor Bell, which contained the names representing 20 residents who signed a statement dated May 10, 2008, worded, "To Whom It May Concern: We the residents of Parrott Avene DO NOT wish for our neighborhood to be annexed to the City of Columbia. Below you will find the signatures and the addresses of the residents who DO NOT wish this annexation to take effect. This is a follow up petition for the one that we presented before the council last summer. A similar petition with the names of owners of four pieces of property was presented. Because this was a special called meeting, only the items on the agenda could be discussed in an official meeting. The petition may be on the next regular meeting, in June, 2008, or might be brought up in the "Citizen's Comments" segment of the next council meeting. Mayor Pat Bell presided. Also in attendance was With City Clerk Carolyn Edwards in another meeting, Rhonda Loy recorded the session. City Police Chief Mike Harris was present, as was Citizen Roy Rademacher, and a six-member delegation from the Parrott Avenue neighborhood.
