New P&Z Commission approves zone change at Bomar Heights and Burkesville ST Don Franklin's Office Park plan has only one more low hurdle, Council approval. New P&Z Commission sets regular second Thursday meeting time. Joe Flowers is new chair person. By Ed Waggener With an all new member quorum, the Columbia Planning & Zoning Commission had a productive first meeting, deciding a zoning change, electing a chairperson, and setting a new time for monthly meetings. The meeting lasted from 5:00 p.m. to 5:35 p.m., ending one hour ago, in City Hall, Tuesday, May 9, 2006. Joe Flowers, who served as temporary chairperson, was elected to fill that position. The Commission okayed Don Franklin's request to change 2 acres a the corner of Bomar Heights and Burkesville ST from R-2 Low Density Residential to C-2 Highway Oriented Commercial. The action came after brief deliberation. Mr. Franklin had only to clarify an engineer's recommendation to address a drainage problem which actually didn't exist. That was soon learned. The engineer had misread the lot's size, referring to "13 acres." Mr. Franklin said that there are, in fact two acres. "And we won't be changing the drainage at all," he said. "All we'll be doing is leveling a pad to build the building on." He further said, "Whatever it takes to do it right, we'll do," and added, "We're going to do all we can to improve the Pike." A drawing of the office building to be built at the site accompanied the change request. The next step for the project will be City Council approval of the letter recommending the change, which is expected to easily pass at the regular June meeting of City Council, on Monday, June 5, 2006 Meeting well attended The meeting was conducted with the veteran member, Mary Allender absent. But veteran P&Z former members, now Mayor Pat Bell and present Councillors Charles Grimsley and June Parson, were on hand. Mayor Bell had sworn the new members in earlier in the week, and publicly welcomed them to the new jobs. He told them they would be busy, with expansion of the city to the new bypass and annexation already being requested between Petty's Fork Creek and the new KY 61/Louie B. Nunn Interchange. "We want people to invest in Columbia, and we want those people to know that their investment will be protected." He told them that he had received overwhelmingly favorable comments on their appointments. Comprehensive Planning can "Intellectually stress," Councillor Grimsley says Mayor Bell and Councillor Grimsley gave the new members a Freshman Orientation on the City's Comprehensive Plan, now being upgraded by Kriss Lowry & Associates of Corinth, KY. Councillor Grimsley said, "The meetings are fairly long, and you'll be intellectually stressed. There are a lot of interesting puzzles to solve in the comprehensive plan." The plan takes up how land will be allocated to commercial and residential areas, for green space, demographics, and schools, among other things. New regular meeting is second Thursday, ag 6:00 p.m. The Commission also set a new meeting time. It will be the second Thursday of each month, which comes next on June 8, 2005. The meeting time will be 6:00 p.m., one hour later than before. All votes were unanimous, 4-0 decisions. The new members of the P&Z Board are George Kolbenschlag, Sue Stivers, Lloyd French, and Joe Flowers. They join incumbent board member Mary Allender. The new board members were appointed by Mayor Pat Bell to replace Joe Pyles, V.T. Yarberry, George Keltner, and Tim Bradshaw, who resigned in protest over the Columbia City Council's rejection of recommendations on one piece of property at 503 Greensburg ST. The meeting was open to the public.
