With P&Z zoning change, Aaron Mortgage closer to Jamestown Hill office Planning & Zoning Commission approves zoning change for 502 Jamestown ST with three member quorum; Commissioner Allender absent; Commissioner Bradshaw had financial interest in matter, could not sit for hearing, meeting. Next step for zone change is City Council Less than two hours ago, Aaron Mortgage Company advance a big step closer to moving their mortgage brokering business from Madison Square on Burkesville Street to 502 Jamestown Street. The owners of the company, Donald, Kevin, and Eddie Kessler and Tim and Rhonda Bradshaw, owners of the property received approval from the Columbia City Planning & Zoning (P&Z) Commission for a rezoning request needed to allow them to change the present residence into an office. The P&Z Commission voted unanimously, with a quorum of three members sitting, to approve the request for a the zoning change for 502 Jamestown Street from R-W Low Moderate Density Residential to C-3 Neighborhood Commercial, at the meeting held this evening, Thursday, October 6, 2005, at 5:45 p.m., following a just concluded public hearing which began at 5:30 p.m. On a motion by Commissioner V.T. Yarberry, seconded by Commissioner George Keltner, the voice vote was 3-0, with the Commission Chairman, Joe Pyles concurring. Commissioner Mary Allender was not present for the meeting. P&Z Commissioner Tim Bradshaw, who owns the property with his wife, Rhonda, left the premises before the hearing began. At the suggestion of Commissioner Yarberry, Mrs. Bradshaw also left the gallery. "Let's make this as clean as possible," Commissioner Yarberry said. Chairman Pyles had read the applicable KRS statute on the matters coming before the Commission in which a commission member had a financial interest. Donald Kessler spoke on behalf of Aaron Mortgage Co., in the hearing portion of the meeting. He said and his two brothers are buying the property at Jamestown Street from the Bradshaws, pending the zone change approval. Mr. Kessler said that his company proposes very minor changes to the residence, the most significant of which are the following:
Richard Phelps, whose residence is diagonally across Jamestown Street from the location under discussion, registered and spoke to the commission. He said that he was not opposed to the Kesslers' plans, but asked what might be the status of the property should the Kesslers sell it. Chairman Pyles told him that the status could be changed in the future if the new owners applied for the changes and were approved. The P&Z Commission also approved writing a letter to the Columbia City Council recommending approval of the zoning change request. This vote was also unanimousl, 3-0, on a voice vote. The recommendation would appear likely to receive approval from the City Council, which will only vote on the recommendation; public comment on the zone change is limited to the P&Z hearing. After Council Approval, court action would be necessary to change the ruling; that too, appears unlikely The Kessler Brothers have operated Aaron Mortgage at the same location in Madison Square since March 1998. Eddie Kessler was present at the meeting but did not speak formally. The Columbia Planning & Zoning Commission includes Chairman Joseph Pyles, Commissioner & Secretary V.T.
