Officials report high activity over pre-holiday week and weekend

State and Local Officials have been called out for incidents resulting in deaths, hospitalizations and investigations

  • Miss Taylor County Fair, Brittany Shoap, died in a car accident just two days after winning the title. A Somerset College Student, Miss Shoap would have gone on to represent Taylor County in the Miss Kentucky County Fair pageant in January.


    Before the holiday weekend began she was one of four passengers in a Ford Mustang around three in the morning. About a half mile west of Somerset they hit a utility pole, ran into a bank and overturned. The driver was treated at the scene for cuts, but otherwise was not injured. Two others were thrown out of the vehicle on impact and had to be hospitalized. Miss Shoap was found in the back seat.

    For driving under the influence, the driver, 22-year-old Rick West, also of Somerset, has been charged with her murder and two counts of assault.

    Monroe County shooting under investigation

    The Kentucky State Police, Post 15, Columbia, KY, responded to a shooting at 6486 Celina Road, Monroe County on July 2, 2005, where a Hispanic male had been shot twice by another Hispanic Male.
    The shooter, 35 year old Vicente Bautista, was arrested following a traffic stop within the Tompkinsville City Limits.
    He was charged with assault, 1st, and lodged in the Monroe County Jail. The victim, 34 year old Jose Sanchez, was airlifted to Vanderbilt Hospital with non-life-threatening injuries.
    The assault is being investigated by Detective Russell Decker of the Kentucky State Police, with assistance from Monroe County Sheriff's Department and the Tompkinsville Police Department.

    Harley rider flown to UL hospital after accident near Loretto

    William D. Coulter, 48, Loretto, KY, was flown to the UL Hospital in Louisville following a motorcycle accident early this morning, at 2:05 a.m., Monday, July 4.
    Mr. Coulter was operating a 1999 Harley Davidson, travelling westbound on KY 52. The driver dropped off the left shoulder in a curve, travelled down an embankment, and came to rest in a field. He was not wearing a helmet.

    Two hospitalized after accident near Clementsville

    The driver and a passenger in a single car accident were injured in a one-car accident in Casey County, 1.6 miles west of Clementsville, KY, at 3:15 p.m., today, Friday, July 1. David Ramsey, 23, Liberty, the driver, was treated and released at Casey County Hospital. A passenger, Allen Byrd, 25, Liberty was transferred to Taylor County Hospital. Mr. Ramsey was operating a 1995 Dodge, travelling westbound on KY 70. He lost control in a curve and overturned, coming to a rest on the roadway. Neither occupant was wearing a seat belt.

    Driver killed in one-car auto accident near Raywick

    The July 4th weekend had a deadly start in the Columbia KSP Post 15 area with a fatality at 12:00 p.m., 0.5 mile south of Raywick on KY 527. Robyn M. Mattingly, 37, Raywick, was pronounced dead at the scene by the Marion County Coroner. A passenger, Brenda L. Sapp, 60, Raywick, was flown to UL Hospital. Robyn Mattingly was operating a 2005 Hyundai, travelling north on KY 527, and lost control in a curve, ran off the roadway and struck a rock embankment. The vehicle overturned and the driver was partially ejected. Robyn Mattingly was not wearing a seat belt.

    Cyclist hospitalized following accident in East 80

    Charles Lay, Liberty, 47, Liberty, KY, was treated and released at Russell County Hospital following an accident 5.1 miles east of Russell Springs on KY 80. The accident occurred at 1:55 p.m., Saturday, July 2, 2005. Mr. Lay was traveling east on KY 80, lost control of his 1989 Honda motorcycle, and overturned into a guardrail.
