Cyrus reports: Parking meters and scofflaws on the Square, 1948

Parking meters were installed around and near Columbia's Public Squarein late spring, 1948.

According to an article in the May 12, 1948 edition of of the "Adair County News," the meters were to be placed "near the edge of the sidewalk around the Square; out each street which enters the Square to the first intersection and around the edge of the Court House yard."


The next issue of the News stated that the meters would be ready for use"tomorrow morning" (Thursday, May 20), and that "The Mayor and Councilearnestly request the cooperation of the public in using the meters andstate that innocent offenders will not be fined the first few days."

And therein lies the tale.

By the first full week of June, either the grace period had ended orPolice Chief Bert Harper, in his usual efficient manner, nailed twoknown scofflaws.

The Editor of the News told the story in his usual dramatic fashion in the June 16 edition:
Mayor J.R. Kerbow ran afoul of the law last week when he forgot to feedthe parking meter its customary diet of pennies and nickels and wasgiven a ticket for parking overtime by Chief of Police Bert Harper.

It seems that the Mayor was busy and "just forgot," which unfortunately,was not considered sufficient excuse by Judge Jeffries and the usualfine of $1.00 for the first offense was levied.

The old saying, "He who laughs last laughs best," is certainly true.

Shortly after writing the above item about Mayor Kerbow, the Editorstepped out of the News Office door to find a ticket on his car--theJudge soon rang-up another dollar.

"Cyrus" is the code name for our central Ohio bureau chief, who, at appropriate intervals, beams enlightenment back to his beloved homeland.
