Pinewood Shopping Center annexation delayed

July's city council meeting experienced its fair share of fireworks Monday evening.

Mayor Pam Hoots wasted very little time in addressing a recent topic that has proved sensitive among community members. She began the meeting by reading a statement to the council and those in attendance which described reasons behind the attempt to annex Pinewood Shopping Center into the city limits (see Mayor's Statement below).



The first public mention of annexing the property occurred during a special called meeting on Wednesday, June 26th - less than a week before this session. At that time, a first reading was voted on and passed with a 3-2 margin by council members: Sharon Payne and Dr. Ronald Rogers voted no; yes votes were Craig Dean, Mark Harris, and June Parson; Linda Waggener was absent due to an out-of-state death in the family.

There were no comments from council members and, when given the opportunity, there were no comments from the public. Overall, city business took about an hour to complete.

Mayor's Statement

"One of my primary goals as Mayor of Columbia is to provide services to the residents of our town. Shortly after taking office I was contacted by Michael Stephens in regards to the City of Columbia annexing Pinewood Shopping Center. Obviously, Mr. Stephens' interest in having this shopping center annexed was his attempt at bringing the shopping center into the City of Columbia for the purpose of selling alcohol on Sundays. I had numerous conversations with Mr. Stephens regarding the annexation and he assured me that he had spoke with other businesses within the Pinewood Shopping Center and that annexation would be a welcomed venture. Throughout these discussions Mr. Stephens requested that we provide city garbage services to the Pinewood Shopping Center, which was done.

Just recently the Adair Fiscal Court adopted Sunday Alcohol Sales, with the expectation that the regulatory administrative fees generated by Sunday Alcohol Sales and their general alcohol sales would cure their budgetary shortfalls. We estimate this amount to be generated total at around $8,000. This in effect, allowed business within the Pinewood Shopping Center to sale alcohol on Sundays without being annexed into the City of Columbia.

I want to point out that the sale of Alcohol on Sundays was not my purpose for the proposed annexation of the Pinewood Shopping Center. My concern is t provide services for that area. If this territory is annexed it is my intention that the city allocate any and all administrative fees generated on Sunday and in the general alcohol sales to the community policing agencies of the county, such as the 911 Center or Adair County Detention Center.

However, since the Adair Fiscal Court adopted Sunday Alcohol Sales it is apparent that Mr. Stephens and others have changed their minds regarding annexation. Personally, and as Mayor I want only what is best for our community. I do feel that we need to consider all business owners and the taxes that they have put into our community and town. For example, across Hwy. 61 are the businesses of Sleep Inn, Lee's, Bluegrass Cellular, Goodwill, Whayne Supply, The Appliance Store, UCB, Burger King, Hardee's, Five Star and Walmart. These local businesses pay property taxes, employees pay payroll taxes, and they continue working with our town in developing this area. It would be unfair to these businesses and the hardworking citizens of Adair County and Columbia who work for these businesses to continue to contribute to the City of Columbia while developers across the highway are given a pass.

We currently have two separate requests for annexation, which we will be processing through our legal counsel. Another request was received last week; and, we are meeting with these local residents. We are proud of their commitment on developing our community and the City of Columbia.

At this time, the second reading of the ordinance will be delayed until further notice."

All council members were present for the July meeting and include: Craig Dean, Linda Waggener, Dr. Ronald Rogers, Sharon Payne, Mark Harris, and June Parson.

Regular monthly meetings for the Columbia City Council are held the first Monday of each month at 6pmCT in City Hall, 116 Campbellsville St, Columbia, KY. Meetings are open to the public.

City of Columbia Mayor Hoots gives statement on annexation

Less than a week after a first reading that would annex Pinewood Shopping Center into the City of Columbia, it had become obvious that the community has mixed feelings on the topic. During Monday’s regular city council meeting Mayor Pam Hoots read an official “Mayor’s Statement” which delayed a second and final vote on the matter.
